“Peacekeeping Operation on the Dniester in the Context of Geopolitical Challenges of Modernity” – International Scientific-Expert Forum took Place in Tiraspol

On July 28, 2012 International Scientific-Expert Forum “Peacekeeping Operation on the Dniester in the Context of Geopolitical Challenges of Modernity” took place in the conference hall of the Russia Hotel.



Russian Institute for Strategic Studies, Pridnestrovian State University under T.G. Shevchenko, and Ministry of Foreign Affairs of the Pridnestrovian Moldavian Republic organized this round table.



President of the PMR Yevgeny Shevchuk, State Secretary Deputy Minister of Foreign Affairs of the Russian Federation Grigory Karasin, Minister of Foreign Affairs of the PMR Nina Shtanski, Ambassador Extraordinary and Plenipotentiary Farit Muhametshin, Chairman of the Supreme Council of the PMR Mikhail Burla, representatives of scientific and expert community of Russia, Pridnestrovie, Ukraine, Bulgaria, Abkhazia, South Ossetia, Moldova, Gagauzia, public persons and independent journalists took part in work of International Round Table.



Participants of the forum discussed 20-year-long experience of peacekeeping operation on Dniester and gave their assessments of current situation in the region. In particular, issues of activation of Moldova-Pridnestrovie dialogue were touched upon. Number of experts shared their perspectives of further development of settlement process.



After the conference participants of the forum adopted the following Resolution:




RESOLUTION


of the International Scientific-Expert Forum “Peacekeeping Operation on the Dniester in the Context of Geopolitical Challenges of Modernity” (July 28, 2012. Tiraspol)



Participants of the International Scientific-Expert Forum – representatives of public-political and scientific-expert communities of Pridnestrovie, Russia, Ukraine, Bulgaria, Abkhazia, South Ossetia, Moldova, Gagauzia are stating that: the peacekeeping operation which started 20 years ago on Dniester was a direct result of the agreement on principles of peaceful settlement in Pridnestrovie, which was signed on July 21, 1992 by Presidents of Russia and of Moldova with participation of the President of Pridnestrovie in presence of acting chairman of the OSCE.



Political will of all stakeholders, common aspiration towards soonest establishing of peace and firm determination of Russia to preserve and secure peace in Pridnestrovie provided the most swift implementation of this Agreement by means of created Joined Control Commission which consists of representatives of Russia, Pridnestrovie and Moldova, to whom later joined representatives of Ukraine and of the OSCE. Joint Control Commission guarantees adequate level of international presence.



Since 1992 and up till now successfulness and effectiveness of the peacekeeping operation on Dniester, of all components of joint peacekeeping forces of Russia, Pridnestrovie and Moldova can not be doubted on. Peacekeeping mechanism is successfully securing basic conditions for equal dialogue between the sides of the conflict.



In spite of some progress in process of normalization of relations between Pridnestrovie and Moldova, the peacekeeping operation under aegis of Russia remains the only stable guaranty of peace and stability which is essential for physical safety of people on both banks of Dniester.



Due to unique social-political and humanitarian value which is based on assessment of public opinion of people, the peacekeeping operation carried out in its present format should function without changes until fortification of final results of final settlement in relations between Pridnestrovie and Moldova.
