The meeting of the expert (working) groups on humanitarian assistance was held in the Office of the OSCE Mission in Kishinev on 26 August, 2015.
During the meeting in accordance with the agreed agenda representatives of the working group from Moldova identified a number of proposals aimed at establishing cooperation between the parties in the identification, registration and assistance to children who are at risk. The experts from Pridnestrovie, in their turn, stated that the identification and registration of the designated categories of children are carried out in accordance with the current legislation of the Pridnestrovian Moldavian Republic (primarily with the Law of the PMR dated July 15, 2011 “On basic guarantees of the rights of a child in the Pridnestrovian Moldavian Republic” and the Decree of the Government of the PMR of November 18, 2014 “On approval of the Regulations on the organization of interdepartmental interaction of bodies and agencies for identification and registration of the families that are in a socially dangerous situation who have children whose rights and legitimate interests have been violated, and for prevention of child abandonment”). In this regard, the Pridnestrovian side proposed to develop a mechanism for the transfer of unaccompanied children who find themselves in the territory of the other party. In particular, the Pridnestrovian experts presented a draft Protocol decision on cooperation in the repatriation of unaccompanied children, jointly developed by the Ministry of Labour and Social Protection of the PMR and the MFA of the PMR. The sides agreed to continue discussions on the harmonization and adjustment of the draft Protocol decision at the next meeting.
On the proposal of the Moldovan side participants of the meeting also exchanged experiences in the field of social integration of persons with disabilities. At the initiative of Pridnestrovie the meeting further touched upon the issues related to the mutual provision of information by the parties about the living conditions and upbringing of minors under guardianship or trusteeship, and execution of the duties by guardians and trustees during their residency or departure from Pridnestrovie to Moldova and vice versa.
The sides agreed to continue discussions of indicated matters in the course of the next meeting of the expert (working) groups on humanitarian assistance. It is expected that the next meeting may be held in Tiraspol in mid-October 2015.
