First Foreign Political Steps of the New Leadership of Pridnestrovie Are Commented by Experts: Andrey Safonov, the President of the Association of Pridnestrovien Independent Political Scientists

Downward situation in Security Zone threatened to bring the success on long-term efforts of our international partners, directed on the resumption of the activity of Permanent Consultations on Political Issues in the Framework of the Pridnestrovien Settlement Negotiation Process, into question.

The fact, that during the meeting in Odessa convincing arguments of the President of the PMR were heard by head of Moldavian Government is worth being appreciated and creates prerequisites for strengthening of confidence. Constructive position of the Moldavian side was designated in closing press release and then confirmed during joint briefing of the PMR\'s President, Prime Minister of Moldova and head of Ukrainian foreign office. We consider statements of head of Moldavian Government to be important signal in the context of the process of creation of the atmosphere of confidence between the sides and continuation of constructive dialogue on international forums.

Andrey Safonov: “Peacekeeping forces do not impede the development of the economy”

It seems to me, that constant demands on changing of the format of peacekeeping operation are born not so much in Kishinev, but in Bucharest. The latest example – the statement on the present topic made by the daughter of Romanian President Traian Basescu, the European Parliament Deputy Elena Basescu, on February 3.

Moldova after all is absorbed by chaos in political system and dramatic worsening of the situation in social sphere. Furthermore Moldavian society is polarized: its' part support orientation on Russia and territory of the CIS in whole, the other part supports integration with Romania, the third part states its' position for purely pro-European course, the forth is represented by firm supporters of state independence. It is not a secret, that Romania clutched at Moldova with a death grip. Bucharest placed a stake on breaking of the bank, i.e. on annexation of the whole territory of former MSSR, including contemporary PMR.

Therefore it is correct, that our diplomacy did not discuss the topic of peacekeeping format on the Dniester before the elections in 2011 and does not do it now. Moldavian Prime-Minister Vlad Filat also acted without mistake, when he did not focus on this issue on the meeting in Odessa. In the end, how the activity of peacekeeping forces (by the way, not only Russian, but Pridnestrovien and Moldavian) can prevent from resumption of direct telephone communication or full-scale railway service through the PMR?

We will hope, that it is the issues vitally important for ordinary citizens, that will be discussed in Dublin. If official Kishinev by itself, or in the union with somebody else, will try to obtain the consent of the PMR and Russia on the negotiation on replacement of the peacekeeping forces with civil observers, it needs to refuse discussing that. This has already been voice by the Pridnestrovien side during the meeting between Pridnestrovien leadership and the delegation of Special Representative of the OSCE Chairman-in-Office Erwan Fouere.

And another one thing. Business discussion on economic and social problems, which are common for the PMR and the RM, will mostly depend on stability in Russian after the Presidential election. If the antagonists of strong Russian statehood succeed in launching of scenario of chaos and posterior disintegration of Russia, we should be prepared to the situation when right-wing Moldavian politicians, instigated by Bucharest, will reject negotiation on economical issues and will turn to political ultimatums.
