Deputy Chairperson of the Government for International Cooperation of the PMR Nina Shtanski held a meeting in the PMR's MFA with Director of the OSCE Conflict Prevention Centre Adam Kobieracki. Taking part in the meeting were the OSCE Head of Mission to Moldova Jennifer Brush, Chief of Legal Department of the OSCE Secretariat Mathew Bailey, Officer of the OSCE Secretariat Conflict Prevention Center Stijn Schrooten, and other representatives of the OSCE Mission to Moldova.
In the course of the meeting the parties continued the dialogue initiated by the Pridnestrovian side in 2013 on mutual approval of the document regulating cooperation between the OSCE Mission and Pridnestrovie. We remind that the proposal on reconsideration of the current Agreement have been already made in 2011. On March 22, 2013 at the meeting with the OSCE Head of Mission to Moldova Jennifer Brush, the President of the PMR Yevgeny Shevchuk voiced the principled position on the need to hold substantive consultations on making actual the Agreement.
During the last meeting with Mr. Kobieracki the Head of the PMR's MFA Nina Shtanski draw attention that since August 25, 1993 when the current Agreement was signed, there had been a number of transformations which substantially changed a format of relationships between Pridnestrovie and the OSCE Mission, particularly, which touched on the structure and functionality of the organisation itself. There had also been some changes in the domestic legislation of Pridnestrovie, the Ministry of Foreign Affairs was set up in the structure of executive authorities which became a main partner of the Mission. Following the instructions of the President, the PMR's MFA sent proposals of the Pridnestrovian side on the making actual the current cooperation mechanism, as well as a draft of a new Agreement.
In the course of today's discussion Nina Shtanski informed Adam Kobieracki about substantial fall of the level of bilateral cooperation between the OSCE Mission and Pridnestrovie, and she also expressed concerns of the Pridnestrovian side in connection with the current situation. “I have to admit that, for the moment, it should be noted the stagnancy of that process and actual deconstruction of our interaction, including a wide range of projects. The leadership of Pridnestrovie authorized me to express you concerns of the Pridnestrovian side on continuous prejudiced, one-sided, incorrect statements and assessments which often did not correspond with reality that the OSCE Head of Mission to Moldova afforded to make. From our point of view, it is not in conformity with the spirit and principles of mediation which traditionally should be impartial and neutral,” – emphasized the Diplomat.
The Head of the Foreign Ministry expressed her belief that the draft document discussed by the parties would contribute greatly to developing bilateral interaction, strengthening it and “bringing back into once closer friendly relations”. In this regard, Nina Shtanski highly appreciated Mr. Kobieracki's readiness to find compromises and mutually beneficial decisions. “I am pleased that despite your quite busy schedule, you accepted my invitation to arrive in Tiraspol. I also appreciate sharing of documentation that we have made, and the fact that you and your colleagues are constantly in touch with us and are ready to continue our joint work and efforts to find solutions convinces me that we will be able to change the situation,” –she said.
In his turn, Adam Kobieracki confirmed his readiness to continue discussion on the text of the document, as well as other issues relating to the OSCE Mission's activity in Moldova.
Following the results of the meeting, the agreement on the exchange of article-by-article written comments on the discussed document was reached in order to continue substantive dialogue in June a.c.
