Ministry of Foreign Affairs Holds the 2025 Annual Report Panel

The Ministry of Foreign Affairs held a meeting of the annual report panel dedicated to the work of the Foreign Ministry in 2025. The event was attended by President Vadim Krasnoselsky, the leadership of the Supreme Council and the Government, heads of ministries and departments of the PMR, the ministers of foreign affairs of the Republic of Abkhazia and the Republic of South Ossetia, the Co-Chair of the Joint Control Commission from the Russian Federation, and other participants.

In his report, Vitaly Ignatiev stated that the last year had been a period of increasing pressure and systemic threats for the Pridnestrovian Moldavian Republic. According to him, the world order that had existed for more than three decades has finally lost its universal character, and this factor gave Chisinau free rein to refuse dialogue and apply unprecedented blockade and restrictive measures, accompanied by massive human rights violations.

The PMR Foreign Minister stated that the negotiation process has been artificially blocked for the seventh consecutive year. As a result, the internationally recognized “5+2” format remains inactive, no meetings are held at the level of the parties’ leadership, and contacts between expert (working) groups have lost their effectiveness. It was precisely this lack of communication that led to the energy crisis at the beginning of last year, exacerbated the problems of cross-border crime and the threat of an environmental disaster caused by the pollution of the Dniester River due to the dysfunction of Moldova’s treatment facilities.

 “It is crucial to understand that Moldova cannot avoid negotiations indefinitely. The use of peaceful settlement tools is in the interests of most global actors, so Chisinau’s return to dialogue is, in our view, inevitable,” the diplomat said.

In an increasingly confrontational international environment, the development of internal cooperation has become a strategic issue for Pridnestrovie. In this context, strengthening the strategic partnership with the Russian Federation has been identified as a fundamental priority of the republic’s foreign policy. Vitaly Ignatiev highlighted the effective and unparalleled nature of the current peacekeeping operation under the Russian auspices, its efforts to resolve the humanitarian and energy crisis, and its systematic socio-economic support for Pridnestrovie. He also spoke about the development of bilateral cooperation in various areas: “The strategic partnership with Russia is a conscious civilizational choice prompted by history, geography, and the objective logic of the modern international system. The choice made by the Pridnestrovian people in a referendum twenty years ago has been confirmed by practice”.

Vitaly Ignatiev emphasized that Pridnestrovie remains an adequate, predictable, negotiable, and open participant in international processes, attracting interest from a significant number of countries and organizations, as objectively confirmed by the high dynamics of international contacts in 2025.

“The international community must realize that Pridnestrovie is not some abstract ‘geopolitical project’, but the only possible form of existence for the multinational Pridnestrovian people, who formed their own statehood as a defensive response against nationalism and armed aggression,” the Minister concluded.

The Ministers of Foreign Affairs of the Republic of Abkhazia and the Republic of South Ossetia, Oleg Bartsits and Akhsar Dzhioev, addressed words of congratulations to their Pridnestrovian colleagues on the occasion of their professional holiday, noting their countries’ commitment to further developing cooperation with the Pridnestrovian Moldavian Republic.

Co-chair of the Joint Control Commission from the Russian Federation, Airat Abdullin, read out a message from the Ambassador Extraordinary and Plenipotentiary of the Russian Federation, Oleg Ozerov, which emphasized the high level of coordination and the trusting nature of the established relations.

Leonid Manakov, Head of the Official Representation of the PMR in Russia, spoke about some aspects of the activities of the foreign institution he heads over the past year, related to the expansion of Russian-Pridnestrovian contacts and support for Pridnestrovian compatriots in the Russian Federation.

In his speech, Vadim Krasnoselsky thanked the Pridnestrovian diplomats for their work and shared his assessment of the root causes of the Moldova-Pridnestrovie conflict and the current state of dialogue on its settlement. The PMR president instructed the Foreign Ministry to seek a legal assessment of the 1992 armed attack from the Republic of Moldova, continue working to resume the negotiation process, and promote the successful conduct of the peacekeeping operation and the protection of the rights and interests of Pridnestrovian citizens.
