On the Meeting of Expert (Working) Groups on Humanitarian Aid

On November 15, 2022, a meeting of expert (working) groups on humanitarian aid from Pridnestrovie and Moldova took place. At the initiative of the Pridnestrovian side, the meeting was held in person at the OSCE Mission office in Tiraspol for the first time after a long pause.

Signing the Protocol Decision on the return of children without parental care to their permanent place of residence was a key topic of discussion. At the same time, specific cases were presented, where the lack of an agreement negatively affects the children, thereby leading to the violation of their rights. Given the unpreparedness of the Moldovan side to sign the previously agreed draft document, the Pridnestrovian delegation proposed some other mutually acceptable way to express agreement to its implementation, given that the initiative is exclusively humanitarian in nature and is aimed at ensuring the interests of children.  

The sides agreed to practice the mechanism stipulated by the Protocol Decision on one of the cases presented by Pridnestrovie.

The sides also discussed some aspects related to the protection of refugees, accrual of social benefits, including with regard to the elimination of double payments. The parties agreed to optimize cooperation in this area.

Representatives of Pridnestrovie also pointed to the need to protect the labor rights of Pridnestrovian citizens, carrying out professional activities on the territory of Moldova as foreign citizens. This refers to Pridnestrovians, who pay relevant social contributions to the specialized structures of the Republic of Moldova.
