The history of the independent existence of the PMR itself eloquently testifies that your republic has emerged as a sovereign legal and responsible state with capable state institutions that ensure internal political stability. The Pridnestrovian Moldavian Republic was born within difficult conditions, going through incredibly difficult trials on the way to real independence and freedom. In the struggle for their rights and their own states creation, the peoples of Pridnestrovie and Artsakh overcame many difficulties and challenges, and therefore the Artsakh people fully realize the significance and value of the freedom and statehood you have acquired. Long-term Artsakh-Pridnestrovian relations, including in the foreign policy sphere, are sealed with fraternal friendship and are based on principles of mutual respect and equal partnership. Taking into account the time-tested traditional friendship between the Republic of Artsakh and the Pridnestrovian Moldavian Republic, I am sure that close cooperation will continue to developing at various levels in the name of the welfare and prosperity of the peoples of our young states, continuing the difficult struggle for the international recognition of their independence.
