Five Memoranda of Interministerial Cooperation Between Federal Governmental Authorities of the Russian Federation and State Executive Authorities of the Pridnestrovian Moldavian Republic Were Signed in Moscow

Today the building of the Government of the Russian Federation hosted a ceremony of signing five Memoranda of interministerial cooperation between federal governmental authorities of the Russian Federation and state executive authorities of the Pridnestrovian Moldavian Republic.

The signing ceremony of agreements reached by the Heads of relevant ministries and institutions of Russia and Pridnestrovie was held in the presence of the PMR's President Yevgeny Shevchuk and Deputy Prime Minister  of the Russian Federation, Special Representative of the President of Russia for Pridnestrovie Dmitry Rogozin.

The documents were signed following the Protocol of the meeting between E.V. Shevchuk and D.O. Rogozin, held on October 25, 2013, which established the legal framework and the basic areas for organization and development of interministerial cooperation between the two countries on a wide range of issues of mutual interest.

Today Heads of ministries and institutions of Russia and Pridnestrovie have signed the following memoranda:

1. Memorandum on cooperation in the field of health protection between the Ministry of Healthcare of the Russian Federation and the Ministry of Health of Pridnestrovie;

2. Memorandum between the Ministry of Communications and Mass Media of the Russian Federation and the State Service for Communications, Information and Media of Pridnestrovie on cooperation in the field of communications, information technology and mass media;

3. Memorandum between the Ministry of Finance of the Russian Federation and the Ministry of Finance of Pridnestrovie on cooperation in developing financial sector of Pridnestrovie;

4. Memorandum on cooperation between the Federal Service for Supervision of Consumer Rights Protection and Human Welfare of the Russian Federation and the Ministry of Health of Pridnestrovie;

5. Memorandum on сooperation between the Federal Service for Supervision of Consumer Rights Protection and Human Welfare of the Russian Federation and the State Supervision Service of Pridnestrovie.

Memorandum on cooperation in the field of health protection between the Ministry of Healthcare of the Russian Federation and the Ministry of Health of Pridnestrovie, adopted following the earlier agreements between the two countries in the sphere of health protection, aims at creation of conditions conducive to the improvement of the health status of the population of Pridnestrovie and Russia.

The memorandum provides for interaction between medical institutions of the PMR and the RF in a whole number of areas: prevention and treatment of communicable and non-communicable diseases, including the provision of emergency medical care; maternal and child health protection; organization of national health systems, health insurance and related regulations; introduction of innovative medical technologies, etc.

Cooperation in the field of medical care for patients with cardiac diseases will become a priority area of cooperation.

In addition, the agreement provides for the possibility of medical training for Pridnestrovian health care personnel in postgraduate institutes of the Russian Federation, implementation of health programmes on the territory of the PMR, including programmes against tuberculosis, HIV, hepatitis C, and programmes regarding screening of newborns and sanitary hygiene monitoring.

Between subject ministries of Russia and Pridnestrovie it is also planned to exchange scientific and technical information in the field of health, data on regulatory legal acts regulating health issues, experience in the field of information and communication technologies, to organize joint seminars, conferences and scientific meetings.

Memorandum between the Ministry of Communications and Mass Media of the Russian Federation and the State Service for Communications, Information and Mass Media of Pridnestrovie on cooperation in the area of communications, information technology and mass media provides for the intention to develop long-term and strong cooperation in these areas. 

With a view to creating favourable conditions for establishing partnership the Ministry of Communications and Mass Media of the Russian Federation and the State Service for Communications, Information and Mass Media of Pridnestrovie expressed interest in exchanging  information, experiences, including issues on developing the production of information technology products, and also providing consulting services.

In the framework of the implementation of agreements work on exchanging specialists, personnel training in the spheres of communications, information technology and mass media are expected to be held. In addition, the sides expressed interest in holding joint activities: conferences, seminars, symposia. 

Memorandum between the Ministry of Finance of the Russian Federation and the Ministry of Finance of Pridnestrovie on cooperation in developing financial sector in Pridnestrovie implies interaction in different areas relating to budgetary process, tax regulation, insurance activities, methodology of accounting record-keeping.


Along with that the Memorandum implies the organization of experience and software exchange, personnel education and training.

Memoranda signed between the Federal Service for Supervision of Consumer Rights Protection and Human Welfare of the Russian Federation, on the one hand, and the Ministry of Health and the State Supervision Service, in the other hand, have a clear practical orientation – to guarantee high quality and security of products manufactured in Pridnestrovie that is under the competence of the Rospotrebnadzor and ensure their supplies to the Russian market.

The reached agreements imply ensuring that the legislation of Pridnestrovie was in compliance with the normative- legal base of Russia in sanitary-epidemiological welfare of population, and also organizing the exchange of experiences, information and methodological materials, providing training and re-training of personnel.

 We remind that a number of Memoranda on interministerial cooperation have previously been signed between the Russian Federation and Pridnestrovie (from July 2, August 28, and September 16, 2014):

1.Memorandum on cooperation in trade and economic spheres between the Economic Development Ministry of Pridnestrovie and the Economic Development Ministry of the Russian Federation;

2. Memorandum on cooperation in the area of agriculture between the Ministry of Agriculture of the Russian Federation and the Ministry of Agriculture and Natural Resources of Pridnestrovie;

3. Memorandum on cooperation in antimonopoly policy between the Federal Antimonopoly Service (the Russian Federation) and Price and Antimonopoly Activity Committee of Pridnestrovie;

4. Memorandum on cooperation between the State Service of Transport and Road Facilities of Pridnestrovie and the Transport Ministry of the Russian Federation;

 5. Memorandum on cooperation between the Ministry of Education and Science of the Russian Federation and the Ministry of Education of Pridnestrovie;

6. Memorandum on cooperation between the State Service for Culture of Pridnestrovie and the Ministry of Culture of the Russian Federation;

7. Memorandum on cooperation between the Federal Service for Veterinary and Phytosanitary Surveillance of the Russian Federation and the State Supervision Service of the Pridnestrovian Moldavian Republic;

8. Memorandum on cooperation between the Federal Service for Veterinary and Phytosanitary Surveillance of the Russian Federation and the Ministry of Agriculture and Natural Resources of the Pridnestrovian Moldavian Republic;

9. Memorandum between the Government of Arkhangelsk region (the Russian Federation) and the Government of the Pridnestrovian Moldavian Republic on trade and economic, scientific technical and humanitarian cooperation.
