Expert (Working) Groups of Pridnestrovie and the Republic of Moldova on Telecommunications and Postal Service Met in Kishinev

On November 18, 2014 a regular meeting of expert (working) groups of Pridnestrovie and the Republic of Moldova on telecommunications and postal service was held in the OSCE Office in Kishinev.  A central issue of the discussion between the experts was the joint use of radio frequencies in 800 MHz range by telecommunication operators of Pridnestrovie and Moldova.

During the meeting the Pridnestrovian side voiced once more its proposals for solving the problem of agreed use of radio frequencies that allow to exclude the possibility to create mutual harmful interference to telecommunication operators and prevent a threat of blocking mobile communications and Internet access in Pridnestrovie.

During the work lasted more than three hours experts managed on the basis of the existing international practice to formulate a common vision of principles to settle problems which may occur when joint using radio frequencies in 800 MHz range by the operators of Pridnestrovie and Moldova.

We remind that the dialogue with the Moldovan side started in September, 2014. At the time, during  the meeting of the expert groups of the sides the experts did not manage to find mutually acceptable solutions to the issue because the Moldovan side was not ready for a substantive discussion (see “On the Meeting of the Expert (Working) Groups of Pridnestrovie and the Republic of Moldova on Telecommunication and Postal Service”). Subsequently, that issue became the subject of discussion between the political representatives of Pridnestrovie and Moldova. The experts will continue the substantive discussion in the near future on transforming mutually agreed principles into the mechanism for practical resolution of the problem, and also will proceed to exchange views on other issues which require involving relevant experts in the area of telecommunications.
