Vladimir Yastrebchak Met with the Delegation of the Heads of Permanent Missions to the OSCE

On July 8, 2011 PMR's Minister of Foreign Affairs Vladimir Yastrebchak met the delegation of the Heads of Permanent Missions to the OSCE, which made an official visit to Tiraspol. The delegation, headed by Renatas Norkus – the Chairperson of the Permanent Council of the organization, Permanent representative of Lithuania, included the Ambassadors from 19 countries and international organizations, accredited by the Organization for Security and Cooperation in Europe. Deputies Pridnestrovien Foreign Minister Sergey Simonenko and Vitaliy Ignatiev also participated in the meeting from the Pridnestrovien side.
Participants of the meeting discussed the contemporary situation, formed in process of Moldova-Pridnestrovie settlement, and exchanged the opinions on the perspectives of the activization of the dialogue between the sides. Vladimir Yastrebchak pointed, that today there are two basic dimensions in the relations between Tiraspol and Kishinev: political and socio-economic. In political sphere the sides hold diametrally opposite positions, but in socio-economic field Moldova and Pridnestrovie are able to work efficiently on a great number of directions. As an example of successful interaction in this sphere the Head of PMR's MFA cited the period from 1994 to 2001, when the sides had formed extensive international legal base for cooperation, many economic problems had been solved efficiently.
At the same time, in current situation when Moldavian authorities are striving to put political guidelines in the first place, this approach considerably reduces the possibility of solving many practical problems, preventing from the development of normal vital functions on the Dniester. According to the head of Pridnestrovien diplomacy, one of the vivid examples is the situation with the activity of expert (working) groups of Moldova and Pridnestrovie. As shown by practice, the Moldavian side considers strict observance of Moldavian legislation to be the priority of their work, while for Tiraspol, the interaction of sectoral experts first of all gives an opportunity to solve certain socio-economic problems. Vladimir Yastrebchak reminded that the regulations of the activity of expert (working) groups were almost coordinated by the sides in November – December 2010. However, new representatives of the Moldavian authorities today demonstrate the attempts to depart from the basic provisions, stipulated by the project.
Speaking about the possibility of the resumption of official negotiation in 5+2 format, Pridnestrovien Foreign Minister drew attention to the fact, that this format is important, but not the only mechanism of interaction of the sides. Vladimir Yastrebchak reminded that political decisions are being taken by supreme leaders of Moldova and Pridnestrovie. The recent years' practice shows, that the sides can efficiently interact in other formats. The vivid example – Joint Statement of Russian, Pridnestrovien and Moldavian Presidents, adopted after trilateral meeting in Moscow on March 18, 2009.
Foreign diplomats asked PMR's Foreign Minister, whether Tiraspol, insisting on international recognition of PMR's independence and refusing from the integration in Moldova, considers its position to be isolationist. According to Vladimir Yastrebchak, Pridnestrovie is open to interaction with international community and takes an active part in integration processes. But integration vector of Tiraspol is directed not to the West, but to the East. That particular vector was approved by overwhelming majority of Pridnestrovie people on the referendum, held in September 2006. According to the head of Pridnestrovien diplomacy, the changes that happen in the world, give Tiraspol ground for optimism in the question of international legitimation of Pridnestrovien State. He reminded that from the moment of signing of Helsinki Final Act in 1975, which fixed the inviolability of frontiers in Europe, lots of new independent states appeared on European map. Besides, contemporary examples of conflict settlement in the world show, that people's will becomes the fundamental principle of this issue. The most recent example is referendum, held in South Sudan. On the ground of its results UN has intentions to recognize new independent state. “Why the approach, employed in South Sudan, can not be employed in respect of Pridnestrovie? We have every reason to demand recognition of people's will as priority for international community also in our case,” Vladimir Yastrebchak announced. 
At the conclusion of the meeting Vladimir Yastrebchak thanked the Heads of Permanent Missions to the OSCE for sincere interest shown towards the problems of Moldova-Pridnestrovie settlement and expressed his hope for further constructive cooperation with the representatives of this organization.
