Today Kishinev Office of the OSCE Mission saw video briefing dedicated to the outcomes of the round of consultations in the format of “Permanent Consultations” held on July 12-13, 2012 in Vienna. Political representatives of Pridnestrovie and Moldova in negotiation process Nina Shtanski and Yevgeny Karpov answered the questions of journalists. Briefing was headed by Special Representative of the OSCE Chairperson-in-Office for the Pridnestrovian settlement Erwan Fouere. Head of the OSCE Mission to Moldova Jennifer Brush also participated in the event.
Summarizing the round of Vienna meeting, Nina Shtanski noted its' fruitfulness. “The sides came to understanding on the majority of issues and managed to reach practical results,” she said.
Diplomat also reported, that during the discussions the topic of freedom of movement of people, goods and services, of recognition of Pridnestrovian educational documents were touched upon. Pridnestrovian political representative also noticed, that in Vienna particular attention was paid to the activity of expert groups. In particular, on the issues of automobile and railroad transport. “We had the same opinion that it is necessary to continue activity on detailed elaboration of railroad customs procedures as soon as possible. This will allow us to optimize the system of interaction within the framework of the resumption of railroad communication,” Nina Shtanski said. Besides, the sides marked the necessity of issuing of permit documents for automobile transport for Pridnestrovian carriers not to face obstacles in free movement.
Besides the problem of administrative prosecution on the territory of the RM of the citizens of the Russian Federation and Ukraine living in Pridnestrovie and the complications they face while crossing the border of the Republic of Moldova was discussed. “Our Moldovan colleagues promised us to continue the activity on given direction. I hope, that already during the next round we will manage to discuss subject proposals on settlement of existing complications,” Nina Shtanski reported.
The issue of possibility of opening of movement through the bridge near villages Bychok and Gura Bykului was also touched upon during Vienna meeting. According to Pridnestrovian political representative, common understanding of the necessity of further activity in given direction was reached within the framework of expert groups.
Nina Shtanski accentuated the attention of journalists on the basic result of the past round: “The participants of 5+2 format, the sides and intermediaries of Permanent Consultations signed the protocol, where they confirmed and fixed their adherence to coordinated provisions of the documents; thereby, starting from today both negotiation process agenda and document on principles and procedures (as being coordinated in April) are official documents of negotiation process we are to follow in our work,” the diplomat said. “This allows us to be guided by the present documents without variant readings,” she made a conclusion.
As it was reported by the participants of video briefing, during Vienna meeting the sides mapped out steps to be made in order to prepare the field for subject work on wide range of socio-economical problems for the next round in September.
