Rights and Obligations of Observers in the Negotiating Process

1. Observers have the right to participate in official and working sessions of all levels of the negotiating process. 2. Observers have the right to vote and the right to take the floor during sessions of the negotiation process.  3. Observers have the right to ask questions and give responses.  4. In the course of meetings, the Parties have the right to address Observers with questions. 5. Observers don't sign documents, signed in the course of the negotiating process. 6. Observers don't participate in adoption of decisions of the negotiating process. 7. Observers have the right to comment events connected with the negotiating process. 8. Observers don't convene sessions of the negotiating process. 9. Observers have the right to bring forward initiatives to convene sessions of the negotiating process.  10. Observers have the right to hold separate consultations with either Party of the negotiating process.
11. Observers have the right to propose holding of meetings, workshops, which can contribute to the solution of problems, tackled in the course of the negotiating process. 12.
