Today, during the international conference “The Pridnestrovian Moldavian Republic and the Republic of Serbia: protection of sovereignty in the face of international turbulence” all the participants unanimously adopted a final resolution. Below is the complete text of the Document.
RESOLUTION
of the International Scientific-Practical Conference
“The Pridnestrovian Moldavian Republic and the Republic of Serbia:
protection of sovereignty in the face of international turbulence”
(Tiraspol, 26 November 2015)
Having heard and discussed the reports of the participants of the International scientific and practical conference “The Pridnestrovian Moldavian Republic and the Republic of Serbia: protection of sovereignty in the face of international turbulence”, the conference notes that its objectives largely achieved. The meaningful aspect of the majority of reports allowed to form an substantiated understanding of the nature and orientation of current political and economic processes unfolding in the area of contact between the two integration projects - the European Union and the Eurasian Economic Union.
The International scientific-practical conference was organized by the Ministry of Foreign Affairs of the PMR with the support of T.G. Shevchenko Pridnestrovian State University. The conference programme included plenary and three breakout sessions: “Pridnestrovie and Serbia with respect to the two integrations: experience, problems and prospects”; “Current challenges to regional security using the example of conflict settlement between Pridnestrovie and Moldova and the Balkan experience”; “The problematics of protection of the universal rights of citizens and prevention of their violation: factor of external influence”.
By the composition of participants the conference corresponds to the international scientific and practical status: representatives of scientific and expert communities of Pridnestrovie, Serbia and Russia, public and political figures, representatives of public authorities shared their observations on the implementation of the European Neighbourhood Policy, exchanged views on current challenges to Pridnestrovie and Serbia in social and economic spheres, reported on the results of their studies in the context of the problem of protection of the universal rights of citizens, and discussed the prospects of Eurasian integration.
Conference participants underscored the following conceptual points:
- Pridnestrovie and Serbia are the countries whose peoples gravitate to Russia on the cultural-historical, socio-political and spiritual grounds, but in view of large-scale geopolitical processes they have been detached from the Russian civilization mainland.
- At the present stage Pridnestrovie and Serbia have come under the influence of the European and Euro-Atlantic integration processes, the development of which is seen with distrust in the societies of the two states. As experience shows, including the Balkan one, the NATO and EU enlargement negatively influences on the economic development of countries and has the strongest impact on domestic policy processes.
- The Eurasian integration is more preferable for the peoples oriented toward Russia and the Orthodox socio-cultural model of development.
- The experience of trade and economic cooperation with the countries of the European Union demonstrates the high potential for cooperation due to large internal market and stable economy. However, EU policy on its neighbours does not allow to use this potential to the full. In addition, the high level of competition and the efforts made by the EU to promote its economic interests create unequal conditions for the neighbours.
- The cooperation with the countries of the Eurasian Economic Union is of high interest and has several advantages: it is a dynamically developing market, operating under WTO rules; relatively low level of competition; cheap energy.
- The existing experience of the Russian-Pridnestrovian and Russian-Serbian cooperation in trade and economic sphere confirms prospects and relevance for further strengthening ties within the framework of the Eurasian integration project.
- The Russian military presence, including in peacekeeping missions, is an important factor of stability and increased security at the regional scale. Pridnestrovie’s experience confirms the need to maintain the existing format of the peacekeeping operation on the Dniester unchanged until a guaranteed political settlement of Moldova-Pridnestorvie relations.
- In the context of conflicts settlement in the CIS area and beyond Russia confirms the authority of the country-guarantor and high responsibility in fulfilling its obligations. This fact causes the interest of Pridnestrovie and Serbia in expanding comprehensive cooperation with the Russian Federation, including in the military-political sphere.
- Difficulties in establishing full-fledged partnership of Pridnestrovie and Serbia with the European Union are caused by a number of objective factors: European standards in the socio-humanitarian sphere is not fully in line with the traditional moral principles of Orthodox societies; expansionist methods of interaction between the EU and its neighbours erode the sovereignty of states; trade and economic sanctions against Russia imposed by the European Union for political reasons and to the detriment of mutual interests, are not conducive to the formation of business environment; the migration crisis that hit the EU creates conditions for the growth of regional instability.
- The problematics of protecting the rights of Pridnestrovian citizens is of the utmost relevance due to the increased integrated pressure of Moldova on Pridnestrovie in all fields: political, economic, trade, information, transport and transit, security, that poses a threat to regional stability. Given the chronic inability of the Moldovan side to negotiate in the relations with Pridnestrovie, it is important to make greater use of the ability of international organizations to protect and guarantee the inalienable rights of the citizens.
- The experience of conflict resolution in the Balkans discussed in detail during the conference demonstrates the relevance and practical validity of the initiative of President of the PMR Y.V. Shevchuk on a “civilized divorce” of Pridnestrovie and Moldova on the basis of existing international precedents.
- Threats and challenges which are common for Pridnestrovie and Serbia, the need to resist external pressure, strengthen the sovereignty, and preserve the identity of peoples actualizes the issue of unification of the efforts of the two countries and mutual assistance in achieving a common goal - to strengthen cooperation with the Eurasian Economic Union.
The International scientific-practical conference “The Pridnestrovian Moldavian Republic and the Republic of Serbia: protection of sovereignty in the face of international turbulence” expresses confidence that the scientific, social and expert communities of Pridnestrovie, Serbia and Russia draw on the work done for the development of coordinated approaches to solving regional problems, including through the development of comprehensive cooperation with the Russian Federation in the military-political, socio-economic, cultural and information fields.
The Conference participants noted the importance of the scientific and practical forum contributing to the establishment of new creative ties and integration of scientific and expert potential of Pridnestrovie, Serbia and Russia to address topical issues on strengthening the sovereignty of countries, development of their economic potential, preserving the identity of people.
The Conference participants agree on the inadmissibility of impeding academic, scientific and cultural activities in Pridnestrovie, carried out by radical circles in the leadership of the Republic of Moldova. The Conference evaluates the fact that two Russian scientists and a Serbian politician, who were planning to attend the Conference, were not allowed to enter Pridnestrovie, as a violation of the agreements of negotiation process between the RM and PMR, as well as international conventions and democratic principles, deserving an appropriate response of the civilized international community.
The Conference participants express gratitude to the Organizing Committee and recognize the need to regularly discuss these issues in the framework of scientific conferences organized in Pridnestrovie, Serbia and Russia.
