Expert Groups from Pridnestrovie and Moldova Affirmed the Absence of Technical Obstacles in Electronic Communications between the Parties

On December 27 a. c. the Expert (Working) Groups on Telecommunications and Postal Services from Pridnestrovieand Moldova met at the Tiraspol office of the OSCE Mission. The experts discussed the issues concerning band allocation and the impact of allocating of numbering capacity used by the Pridnestrovian operator to Moldovan operators.



It should be recalled that Moldovan operators have been given licenses for the LTE-standard (4G) operation in the frequency between 2500 and 2690 MHz. However, these frequencies are used for many years by the telecommunications operator of Pridnestroviefor television broadcasting. Therefore the exploitation of these frequencies by Moldovan operator can deny access of Pridnestrovians to current TV and radio services. During the meeting the parties discussed possibilities to adjust differences.



Experts also discussed the recent decision of the National Regulatory Agency for Electronic Communications and Information Technology of the RM to allocate numbering capacity starting with 77хххххх to Moldovan telecom operators, though this capacity is used for many years by Interdnestrcom, the Pridnestrovian telecommunications operator.



During the four hours discussion the experts generally agreed that the parties have technical possibilities to organize a comprehensive working process for telecommunications operators in Pridnestrovieand Moldova. The parties agreed to work out promptly acceptable forms of solutions to the items that have arisen during the meeting. At the next meeting, scheduled for January 2013, the parties should consider options for solutions, most of which belong to the organizational and legal level.



Both Pridnestrovie and Moldova realize that the issues of telecommunications service do not admit of unilateral and uncoordinated steps. Experts believe that joint efforts will result in creating conditions for regular work and development of Pridnestrovian and Moldovan communications providers.
