Of the President of the PMR
In order to strengthen coordinating role of Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic in execution of common foreign policy line of the Pridnestrovien Moldavian Republic, I hereby resolve as follows:
1. To establish, that in the system of executive bodies of state power Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic is the leading body in the sphere of relations with foreign states, international organizations and is performing integrated control over implementation of international obligations of the Pridnestrovien Moldavian Republic.
2. Executive bodies of state power of the Pridnestrovien Moldavian Republic according to established procedure shall inform Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic on international activity, which is carried out, and on international relations: official visits, consultations and negotiations, signed documents and other arrangements.
3. Proposals, dealing with foreign policy interests of the Pridnestrovien Moldavian Republic, including proposals on conducting of negotiations and conclusion of international treaties of the Pridnestrovien Moldavian Republic, including treaties of interdepartmental nature, are obligatory coordinated with executive bodies of state power with Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic before being submitted to the President of the Pridnestrovien Moldavian Republic.
Presidential Executive Office shall not place proposals on mentioned issues for consideration, unless they are endorsed with Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic.
Draft agreements of administrative and territorial units of the Pridnestrovien Moldavian Republic with entities, administrative and territorial units of foreign states (including the draft agreements on opening of representative offices) are liable to be endorsed by Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic.
Executive bodies of state power shall stipulate inclusion of representatives of Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic in interdepartmental commissions, working groups and other bodies, connected with execution of international activity.
4. Representatives (special representatives, heads of representative offices) of the Pridnestrovien Moldavian Republic in foreign states shall provide execution of common political line of the Pridnestrovien Moldavian Republic in state of residence, and shall with this view conduct coordination and control of the activity of other representative offices of the Pridnestrovien Moldavian Republic, located in state of residence, including trade ones, representative offices of executive bodies of state power, Pridnestrovien public offices, organizations and enterprises, their delegations and groups of specialists, representative offices of administrative and territorial units, opened in accordance with the established procedure on the territory of separate entities, administrative and territorial units.
Heads of mentioned representative offices, delegations and groups of specialists are obliged in accordance with the established procedure to endorse their activity with Official Representative of the Pridnestrovien Moldavian Republic, to assist him in exercising of his powers, to inform him of their activity.
Representative offices of the Pridnestrovien Moldavian Republic are informed of official delegations, sent in corresponding countries, through Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic.
5. To establish, that the President of the Pridnestrovien Moldavian Republic and Minister of Foreign Affairs of the Pridnestrovien Moldavian Republic make official statements and advance initiatives on the issues of foreign policy, other persons act according to their order. Representatives of executive bodies of state power may make statements, touching upon separate foreign policy issues, only in accordance with positions, approved in accordance with the established procedure, concerted with Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic.
Official information of foreign policy nature is promulgated by press secretaries of the President of the Pridnestrovien Moldavian Republic, press service of Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic and representatives of Ministry of Foreign Affairs of the Pridnestrovien Republic, authorized by Minister of Foreign Affairs of the Pridnestrovien Moldavian Republic.
6. Proposals on invitation to the Pridnestrovien Moldavian Republic of foreign delegations on highest and high levels (Head of states and governments, highest officials of international organizations, statesmen and politicians of foreign states and international organizations) are submitted to the President of the Pridnestrovien Moldavian Republic with the concurrence of Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic.
Invitations of members of governments of foreign states and equated persons, made by executive bodies of state power, are submitted to invitees with the concurrence of Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic.
7. To establish, that functions and powers, fixed by Statute on Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic, are exclusive competence of Ministry. No other bodies of state power and local government, officials, bodies of public associations, political parties, other legal persons, and physical persons has right to interfere in the issues of conducting and to perform established functions and powers of Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic without corresponding permission of the PMR's MFA.
8. Executive bodies of state power of the Pridnestrovien Moldavian Republic are obliged to endorse all actions and measures of foreign policy nature, performed in the framework of negotiation process with the Republic of Moldova, with Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic beforehand.
9. Ministry of Foreign Affairs shall give a report to the President on actions of bodies of state power and officials, entailing violation of order, established by present Decree.
10. Control over the execution of present Decree shall be entrusted to Ministry of State Security of the Pridnestrovien Moldavian Republic.
11. Present Decree shall take effect on the date of its signing.
