On the meeting of expert (working) groups on railway transport from Pridnestrovie and Moldova

03/30/16

The meeting of the expert (working) groups on railway communication was held at the initiative of the Pridnestrovian side in the Kishinev office of the OSCE Mission on March 30, 2016.

A proposal to organize working expert consultations was voiced by Vitaly Ignatiev on March 3, 2016 at the meeting with representative on political issues from Moldova Gheorghe Balan.

It should also be noted that on February 26 this year following up on the agreements reached at the level of subject matter specialists the Pridnestrovian side sent to the Republic of Moldova comprehensive proposals that had been jointly prepared at the level of the PMR Foreign Ministry, the PMR State Customs Committee, and the state unitary enterprise “Pridnestrovian Railway”.

These draft documents include, in particular, detailed mechanism of interaction between railway administrations of Moldova and Pridnestrovie, aimed at ensuring the delivery of imported goods to Pridnestrovian economic agents with the maximum benefit in terms of economy, transport and logistics component.

The Moldovan side, in its turn, at the meeting held today, put forward knowingly unrealizable conditions of clearly political orientation, in fact blocking the prospect to achieve any mutual beneficial solution on the matter. The RM’s representatives also refused to continue the dialogue this week that in view of the urgency of the discussed issues leaves no little room for the timely development of a mutually acceptable solution. The Pridnestrovian side proceeds from the fact that Moldova’s representatives through its actions increased risks of a possible crisis in the railway sector, the effects of which will be felt both by the Moldovan side, and by other countries that use the transport infrastructure of the Pridnestrovian railway.

Nevertheless, the Pridnestrovian side confirms its openness and willingness to achieve the practical agreement on railway transport issues, which are possible only when the sides move towards and are ready for mutual compromise.
