Today, the results of the Conference on Confidence Building Measures were summed up in Germany.
Closing her speech, Deputy Chairperson of the Government of the PMR, Foreign Minister and the head of the Pridnestrovian delegation Nina Shtanski welcomed “the spirit of cooperation” demonstrated by the experts from Tiraspol and Kishinev in Education and Environment Sections. In addition, the Head of Foreign Ministry expressed disappointment over the Moldovan side's approach to the work in the thematic session on economy. She noted that as before, the Moldovan side provided neither constructive ideas, nor concrete projects in the given sphere. On the contrary, according to the Pridnestrovian side's observations, the Moldovan side showed unreadiness to work together and discuss common measures. “This is a complex situation. We count that the international experts, as well as the representatives of the guarantor countries, mediators, and observers will be actively involved in the work in this area,” – Nina Shtanski expressed hope. The minister warned the Moldovan side not to put forward preconditions for conducting dialogue in that sphere. “Dialogue, negotiations are a two-way street: some people drive to one way, the others – to another way. However, there is something in common for them - the road itself, rules, mutual respect that allows to prevent occurrence of road “accidents”. When we go towards each other, we do not need provoke frontal crash because both sides will suffer in the end and no one will win,” – she noted. Nina Shtanski also reminded the participants of the conference that socio-economic issues are the common priority in the dialogue of the sides because the well-being of people and the solution of the issues on other spheres- health care and environment, customs interaction and humanitarian issues depend on their decision.  The Minister informed the meeting about the address by the President of the PMR to the 5+2 participants which met last week in Vienna. In particular, in the given address the head of state notes that the restriction and blockade measures taken today are harmful for Pridnestrovian economy. The address also states that according to the legal theory and the world's practice, “artificial unilateral change of traditional economic ties, transport routes, politically motivated transformation of the regimes of foreign economic activity, and also ignoring the need of functioning of transport and bank system is nothing but blocking”. The political representative of Pridnestrovie drew attention of the meeting participants to the noted in the address of the PMR's President concrete areas on which was proposed to concentrate efforts in the work of the 5+2 format. Among them – lifting blockade from the cargo and passenger transportation by road, transport potential of the river Dniester and air travel with the use of the aerodrome in Tiraspol, lifting blockade from the foreign economic activity of Pridnestrovie and creation a trade regime free of mutual barriers between Pridnestrovie and Moldova. They also include mutual recognition of documents issued by the competent authorities of the sides, and establishment of non-discrimination mechanism for conducting the foreign economic activity for the Pridnestrovian enterprises. “We believe that the implementation of the positive proposals aimed at resolving problems in the economic area, will allow to build confidence and contribute to the welfare of population,” – the Minister expressed her opinion. At conclusion, Nina Shtanski invited the sides again “not only to listen, but also to hear each other”. According to her, the fact that the sides “have agreed to agree” today, brings big hope for further constructive development of the dialogue between them.
