Nina Shtanski: “Problem of mutual recognition of documents shall be solved when we come to common understanding that all documents should be recognized”

During the briefing in extended format of the President of the PMR Yevgeny Shevchuk which took place today for Pridnestrovian and Russian Mass Media, journalists brought up the issue of perspectives of resolving problem with mutual recognition of documents by the Pridnestrovian Moldavian Republic and the Republic of Moldova.
According to Minister of Foreign Affairs of the PMR Nina Shtanski who took part in the press-conference, this is one of the key issues in negotiations with Moldova. Thus, issue of mutual recognition of documents on education was discussed as part of social-economic “basket” during last round of Permanent Conference in Vienna. “Lack of settlement in this sphere leads to serious disadvantages: Pridnestrovian documents on education are just confiscated during procedure of nostrification in the Republic of Moldova. If in Pridnestrovie this procedure is conducted like anywhere in the world, in the Republic of Moldova for some reason a Moldovan document is issued instead of Pridnestrovian one”, – the diplomat noted.
Nina Shtanski told the journalists that reports of political representatives of Moldova and of Pridnestrovie were presented in Vienna. After the hearings of these reports all participants of 5+2 format had ability to give their recommendations to the sides. Minister expressed her belief that work of expert (working) groups on education and on legal issues shall be activated.
Nina Shtanski pointed out that unresolved issue of mutual recognition of documents also curtails freedom of movement of citizens. Thus, owners of cars with Pridnestrovian plates are unable to move outside of the PMR through the territory of Moldova, even to Ukraine. “Such situation exists in spite of the fact that neither Ukraine, nor other states have any pretensions to Pridnestrovian car plates. For example, state-members of the EU allowing our automobiles to pass freely”, – Nina Shtanski told the journalists.
Minister reminded that de-facto Moldova and Pridnestrovie already have an agreement which allows to regulate this sphere. It is the Protocol Agreement of May 16, 2001. “Both the experts, the diplomats, the political representatives of the sides were able to come to agreement on this issue once. Maybe we should fill this agreement with new topical contents”, – she said. Nina Shtanski informed the journalists that it is planned to sign a document which will “relieve watch” from the protocol agreement of May 2001 during the next round of consultations in framework of Permanent Conference in September 2012. “Problem of mutual recognition of documents shall be solved when we come to common understanding that all documents should be recognized”, – Minister pointed out.
