On the meeting of experts for education with the participation of representatives on political issues from Pridnestrovie and Moldova

In the framework of the agreements reached during the meeting in the format “1+1” on May 5 this year in Kishinev, a meeting of the expert (working) groups on education took place in the presence of representatives on political issues from Pridnestrovie and Moldova Vitaly Ignatiev and Gheorghe Balan at the OSCE Mission office in Tiraspol on May 20, 2016.

The meeting was focused on matters related to the possibility to use documents on education, including higher education, issued in Pridnestrovie, for continuing studies or obtaining employment abroad.

As said by head of the Foreign Ministry of the PMR Vitaly Ignatiev on the results of the meeting, during the discussion the work continued on finding a format of additional neutral document on education, providing for the possibility of further apostillation in Moldova.

“This actual problem is social and humanitarian in nature, as it is connected with the need to apostille Pridnestrovian certificates, which will allow graduates of a higher education institution to get a job abroad on the basis of the diploma or to continue their education, to receive additional education on the basis of this document,” explained the diplomat.

In this regard, Vitaly Ignatiev reminded that in 2014 representatives of the European Union prepared an expert opinion and recommendations on addressing the problem, and then Pridnestrovie expressed its willingness to work within the framework of the proposed algorithm, however, “Moldovan partners had not clearly expressed their positions for a long time.

Speaking to the media the head of the Foreign Ministry also explained that the optimal format for the mentioned additional document on education that would take into account the international recommendations, remains unagreed due to the unwillingness of the RM’s representatives to accept the proposals of the Pridnestrovian side. Meanwhile, according to Vitaly Ignatiev, the Pridnestrovian side provided “the best possible compromise formula for the document that would reflect the authentic name of the university and would be signed by its management”.

It is expected that the work on this issue will continue in the same format in Kishinev.
