The Foreign Ministry of the Pridnestrovian Moldavian Republic welcomes the signing of Memoranda on cooperation between the Federal Service for Veterinary and Phytosanitary Surveillance of the Russian Federation and the Ministry of Agriculture and Natural Resources and the State Supervision Service of Pridnestrovie which took place in Moscow on the 28th of August 2014.
Pridnestrovie considers signing these Memoranda, and also relevant Protocols of the meetings as the most important step in terms of legal regulatory processing bilateral mechanism for ensuring supplies of Pridnestrovian agricultural and livestock products managed by the Rosselkhoznadzor to the market of the Russian Federation. Particularly, these Memoranda establishes the possibility of supplying Pridnestrovian regulated products to the Russian territory on the basis of the veterinary and phytosanitary certificates issued by Pridnestrovie's competent bodies.
In this context the PMR's MFA reminds that currently the supplies of the Pridnestrovian agricultural products to the Russian Federation are completely blocked in view of discriminatory steps taken by the Republic of Moldova. The RM's authorities unreasonably refused for more than two months to issue to Pridnestrovian economic agents phytosanitary Moldovan standard certificates needed for transit of products through the territory of Ukraine.
This issue was repeatedly discussed during the contacts with the Moldovan side, including at the level of the representatives on political issues with the participation of the expert (working) groups on economy. The argumentation of the Moldovan representatives was, among others, that the authorities of the neighbouring state under the interim protective measures of the RF towards some goods of Moldovan origin will not be able to guarantee that Pridnestrovian products will enter the customs territory of Russia. In particularly, Head of the working group of the RM Oktavian Zakharovich Kalmyk required submitting a document that confirmed the readiness of Russia's supervision bodies, including the Rosselkhoznadzor to accept regulated products from Pridnestrovie to the Russian market.
Regarding the publication of these Memoranda by the Government of the PMR containing mutual commitments of Russia and Pridnestrovie concerning export-import of Agricultural products, the MFA of the PMR expects that the Moldovan side will stop unreasonable use of discriminatory instruments towards Pridnestrovian export to Russia through restarting issuance of phytosanitary certificates. It will allow to resume stable supplies of high-quality agricultural products of Pridnestrovie to the traditional Russian market.
