As it was already informed, today Deputy Head of Government of the PMR on Issues of International Cooperation, Minister of Foreign Affairs of the PMR Nina Shtanski took part in VI Republican Scientific and Practical Conference “Conditions and Perspectives of Development of Institute of Human Rights in the Pridnestrovian Moldavian Republic”. While addressing participants, the diplomat touched upon the issues of functioning Moldavian schools with Latin-script-based education on the territory of Pridnestrovie.
As Minister noted, artificial rush was created recently around these so-called “Romanian schools” which reached international level. For Pridnestrovian side all issues in this field are quite clear. But, at the same time, there are fundamental issues which are to be solved: the status of these schools should be defined, they should be registered and get licensed, and reasonable control should be established.
According to Nina Shtanski, Pridnestrovian side proposed international experts of different levels, the OSCE Mission and European NGOs in particular, to carry out broad monitoring of these schools. Following the result of this work the OSCE prepared recommendations in which practicability of registration and licensing of Moldovan schools by Pridnestrovian authorities as non-governmental education institutions (private schools) without their attestation and accreditation is stated. The process of issuing licensed to these schools should be considered to be finished if simplified procedure of general coordination of education activity is accomplished, which should differ from process of issuing licenses to private schools in Pridnestrovie.
However, as Minister noted, cooperation with the Moldovan side in resolving this problem did not start. “Ironically, but in Dublin we had no opportunity to work with this report. Apparently, these recommendations were unacceptable for Moldovan side”, – the diplomat said.
Nina Shtanski expressed her deep concern that in spite of the existing problems connected with lack of internationally-recognized legal status of the Republic, it is necessary to promote international involvement of Pridnestrovie in sphere of monitoring. “International experts had possibility to become personally certain that there is no discrimination towards children in Pridnestrovie, that here people can learn Romanian language as well as any other foreign languages. And we should not avoid new possibilities which international cooperation gives us. To my mind, we neglected these possibilities before”, – Minister said.
