During video briefing organized by the Representative Office of the OSCE in Kishinev, Political Representative in Pridnestrovian settlement from Pridnestrovie Nina Shtanski after the request of the journalists commented upon the principle of equality and mutual respect of the participants of negotiations within the framework of “Permanent Consultations”.
As it was marked by the diplomat, the participants of negotiation process are endowed with equality in negotiations, but they possess different status. “We have the sides – Moldova and Pridnestrovie, intermediaries and observers. The status of observers with regard to their authorities differs from the status of other participants. For example, observers have no right to sign documents, but they possess the right to initiate calling of a meeting, the right to comment the decisions,” Nina Shtanski said.
Diplomat accentuated the attention of journalists on the indication both in the Protocol of the sitting, signed today in Vienna, and in the document “On Principles and Procedures” of information, that the sides and the intermediaries confirm the present status of each participant of negotiations fixed in the Protocol of meeting of intermediaries from Ukraine, Russian Federation and the OSCE with representatives of the Republic of Moldova and Pridnestrovie (Odessa, September, 26-27, 2005). “Thereby, this Protocol and its' Appendix, which is called “Rights and Obligations of Observers in the Negotiation Process” dots the i's and crosses the t's,” Nina Shtanski emphasized. She also marked, that “given wording is not today's creative idea, it was coordinated in Vienna during the previous round; it is this precision, that we decided to proceed negotiating with.”
“Nobody set as a target the changing of the status of any of participants; each participant possesses the present status, the status which exists at present moment; and all the participants will negotiate considering this fact on the basis of equality and mutual respect,” Nina Shtanski made a conclusion.
