Boris Panko on Public Diplomacy Project: “Customs bodies of Pridnestrovie are cooperating with the Customs Union for a long time”

First of all I would like to mention that export to the countries of the Customs Union and of the European Union are on one level. As for imports, our economic agents are trading more with countries of the Customs Union than of the EU. Talking about the structure of export I would like to mention that trade with the European countries is connected with processing of raw materials. Toll is delivered here for processing and than end products are exported. As for the countries of the Customs Union of Russia-Belarus-Kazakhstan, net imports and exports and trade in accordance with other norms and characteristics are conducted.



Talking about Eurasian integration, I should note, that our customs bodies are working with the Customs Union for a long time already. In respect to Eurasian Union, unfortunately, we have not much to boast with. We can talk only about theoretical results. We had attempts to make direct contacts with respective bodies, but all these were readdressed to official bodies of Russia or to Kishinev. Customs Union of Russia, Kazakhstan and Belarus is assisting us practically for a long time with information on those cases which are in the customhouses; on customs investigations on crimes which are in competence of customs bodies; on customs statistics; on issues of country of origin.



Our cooperation with the Russian Federation and directly with Federal Customs Service in sphere of education is a separate issue. We have bilateral contacts and Russian Customs Academy provides us with possibilities of full-time attendance. Number of such places is increasing each year. For example, in 2010 we had 4 such places, in 2011 – 7. This year 10 Pridnestrovian graduators from the State Customs Committee will be educated in Russian Customs Academy. As for students of correspondence institutions and staff retraining there is serious work being done – we already have graduators of the Russian Customs Academy who passed instruction by correspondence. 5-10 persons are sent for reprofiling, retraining or advanced training yearly.



Thus, the vector of Eurasian cooperation was predestined long time ago. Customs has already made its choice.
