On January 24, 2012, Joint Control Commission was informed, that on January 23, on the territory, including the Security Zone and major part of the Pridnestrovien Moldavian Republic, inspection group from Canada, accompanied by military personnel from National Army of the Republic of Moldova, started the inspection of military units and military objects. The present decision of the Moldavian side was not coordinated with Joint Control Commission; Joint Military Command was not opportunely informed about it.
Ministry of Foreign Affairs of the PMR expresses concern about conducting of unilateral uncoordinated military inspections in Security Zone. The attempts of inspectors of NATO member country to enter military objects on the territory of the Pridnestrovien Moldavian Republic, including those located outside Security Zone and not connected with peacekeeping operation, arouse particular anxiety.
The Moldavian side motivate its' actions by the demands of Vienna Document 1999 Of the Negotiations on Confidence-and-Security-Building Measures, which states on the exchange of information about military forces between signatory countries. We consider it necessary to emphasize the fact, that the Pridnestrovien Moldavian Republic is not among its' signatory countries.
Ministry of Foreign Affairs of the PMR pays attention to earlier attempts of different military inspections to enter the territory of the Pridnestrovien Moldavian Republic, in connection with this, the Moldavian side was repeatedly informed on the necessity of unconditional coordination of similar questions in the framework of JCC and of opportunely warning of JMC.
Skipping of existing procedures of organization of similar measures contradict with basic agreements between the sides, including the Agreement on the Principles on Peaceful Settlement of the Armed Conflict in Pridnestrovie signed on July 21, 1992. Informing of Joint Control Commission on uncoordinated process that has already begun, does not favor strengthening of atmosphere of confidence and development of constructive interaction between the sides.
The PMR's MFA hopes that in the context of future consultations in the format of Permanent Consultations on Political Issues in the Framework of the Pridnestrovien Settlement Negotiation Process in Dublin, the Moldavian side will proceed from understanding of non-admission in the sequel of conflict situations and will act in the spirit of mutual respect.
