Comment by the PMR MFA on the VRO Functioning

The PMR Ministry of Foreign Affairs has received information that the relevant authorities of the Republic of Moldova, in response to appeals from citizens interested in registering their cars in the VRO, notify in writing that this process has been suspended allegedly by decision of the Pridnestrovian side.

The Foreign Ministry stresses that the information circulated by the RM is inaccurate. Throughout this year, the Pridnestrovian side, within the framework of official correspondence, as well as at the meeting of political representatives and the meeting of expert (working) groups, repeatedly came forward with the initiative to resume the full operation of the VRO.

In particular, it was stated that there were no any normative and technical limitations on the part of Pridnestrovie to resume the fulfilment of the 2018 Protocol Decision.

This approach was repeatedly backed, including publicly, by international mediators in the negotiation process, who also approached the leadership of the Republic of Moldova with relevant proposals.

We confirm a full commitment of Pridnestrovie to fulfill its part in the technological process of the vehicle registration within the framework of existing agreements, including the issuance of neutral license plates.

However, some of the VRO procedures are currently not performed by Moldovan experts. Therefore, it is the actions on the part of Chisinau that have created legal and organizational obstacles for the VRO operation which provoke non-execution of the agreed mechanism and systematic violations of the rights of the Pridnestrovian population to free movement.

The Ministry of Foreign Affairs calls on the Moldovan side to stop misleading citizens and to immediately resume the fulfilment of its obligations under the 2018 Protocol Decision.
