What is the ground for acquisition of citizenship

of the Pridnestrovian Moldavian Republic?

 

According to Article 1 of the Constitutional Law “On Citizenship of the Pridnestrovian Moldavian Republic” dated July 23, 2002 no. 166-KZ-III citizens of Pridnestrovie are:

a) citizens of the former Soviet Union, which at formation of the Pridnestrovian Moldavian Republic (September 2, 1990) had permanent residence in its territory;

b) children, born in the territory of Pridnestrovie, regardless of the citizenship of their parents;

c) persons, who were citizens of the PMR when the Constitutional Law entered into force or had acquired citizenship in accordance with it.

Under the current law of the PMR an individual may apply to the competent authorities of Pridnestrovie for the citizenship of the Pridnestrovian Moldavian Republic after living for three years in the territory of Pridnestrovie on the basis of a temporary residence permit and after one year of continuous permanent residence in the PMR, i.e. after obtaining permanent residency in the PMR. Circumstances that do not require compliance with the condition of the above-mentioned period of residence are:

a) possession of the former Soviet Union citizenship;

b) adoption of a child who is a citizen of the Pridnestrovian Moldavian Republic;

c) marriage to a citizen of the Pridnestrovian Moldavian Republic;

d) political asylum in the territory of the Pridnestrovian Moldavian Republic;

e) high achievements in science, technology and culture;

f) possession of profession or qualification of interest to the Pridnestrovian Moldavian Republic, as determined by the President of the Pridnestrovian Moldavian Republic;

g) possession of merits before the people of the Pridnestrovian Moldavian Republic in teaching and defending of the Pridnestrovian Moldavian Republic, as well as in implementing universal ideals and values;

h) birth on the territory, which is a part of the Pridnestrovian Moldavian Republic;

i) recognition of the person disabled and presence of adult able-bodied children who are citizens of the Pridnestrovian Moldavian Republic.

What is the procedure to enter the territory of the Pridnestrovian Moldavian Republic for foreign citizens and stateless persons? What documents are required? Do I need a visa?

 

Under the current legislation of the Pridnestrovian Moldavian Republic a foreign citizen enters and leaves the territory of the Pridnestrovie through the checkpoints on the PMR’s state border by showing a valid identity document of a foreign citizen.

At the same time we draw your attention to the fact that the rules of entry and stay for foreign citizens in the PMR’s neighboring states (Ukraine, the Republic of Moldova) are set by the legislation of Ukraine and the Republic of Moldova, respectively. Information on entry and stay of foreign citizens on the territory of Moldova and Ukraine can be obtained in the competent authorities of these states.

In addition we inform that at the present time no visa or another permissive document is required for foreign citizens to enter the territory of Pridnestrovie.

All foreign citizens arrived in Pridnestrovie should be registered at checkpoints while crossing the state border of the PMR. Along with that the period of temporary stay in Pridnestrovie for foreign citizens (except for citizens of the Russian Federation, Moldova, Ukraine, Kazakhstan and Belarus) and stateless persons must not exceed 45 days and should not be more than 90 days in total in six months. Individuals wishing to stay in Pridnestrovie over this period must execute a temporary residence permit.

In addition citizens of the PMR, legal entities registered in Pridnestrovie, as well as foreign citizens permanently living in the PMR can provide an invitation for entry to foreign citizens arriving in Pridnestrovie. Validity of the invitation is 6 months from the date of its registration in the competent authorities of Pridnestrovie.

Does the current legislation of the Pridnestrovian Moldavian Republic stipulate for compulsory insurance of civil liability of owners of motor vehicles? Can I move through the territory of Pridnestrovie with motor insurance contract, made in the Republic of Moldova?

 

According to the Resolution of the Government of the Pridnestrovian Moldavian Republic of February 16, 2015 no. 29 “On approval of the Regulation on insurance of civil liability of owners of motor vehicles” individuals and legal entities owning vehicles take out a contract of motor insurance for damages caused by a traffic accident, occurred on the territory of Pridnestrovie.

This requirement does not apply to persons, driving vehicles registered in foreign countries and belonging to:

a) diplomatic agents (representatives of foreign governments and international organizations);

b) representatives of international (foreign) non-governmental organizations engaged in international activities, in cases of entry into the territory of Pridnestrovie with the assistance of the Ministry of Foreign Affairs of the Pridnestrovian Moldavian Republic;

c) military contingents of the Joint Peacekeeping Forces;

d) the Operational Group of Russian Forces in Pridnestrovie;

e) medical institutions of foreign countries (vehicles of emergency medical care).

We also inform that the Protocol Decision “On the mechanism of cooperation of insurance entities of the Republic of Moldova and Pridnestrovie under the civil liability insurance contracts of owners of motor vehicles”, signed on April 10, 2015 stipulates the mechanism for mutual recognition of motor insurance certificates issued by insurance companies of Pridnestrovie and Moldova.

Thus, car owners from Pridnestrovie can enter the territory of the Republic of Moldova with the Pridnestrovian certificates of insurance and vice versa. In the insurance case, regardless of the territory where it occurred, the compensation will be paid by the insurance company, which issued the certificate of insurance to the owner of the vehicle.
