Protocol on Cooperation and Consultations between the Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic and the Ministry of Foreign Affairs of the Nagorno-Karabakh Republic

The Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic and the Ministry of Foreign Affairs of the Nagorno-Karabakh Republic, hereinafter refereed to as the Sides,

Proceeding from common political interests, national and state aspirations and values,

Moved by endeavor to join efforts in handling the problems of mutual interest,

Giving notice to the need of a continuous dialogue on issues of mutual interest and coordination of activity in the sphere of international relations,

Guided by the norms and principles of the international law,

have agreed as follows:

Article 1


The Sides will at regular intervals carry out consultations on issues of common interest at the level of the ministers of foreign affairs, deputy ministers of foreign affairs, heads of institutional departments and experts of the ministries.


For the purpose of implementation of the present Protocol, the Parties can create working groups, if necessary.

Article 2


Consultations of the Sides will cover the following range of matters:


international, regional, and issues of mutual interest in bilateral relations;


international security, shaping of regional security system;


general diplomatic, legal and contractual, consular and protocol training;


personnel and resources development; harmonization of activity standards;


other areas of mutual interest.

Article 3


The Sides recognize the necessity to establish Plenipotentiary Representations in Tiraspol and Stepanakert of the Pridnestrovien Moldavian Republic and the Nagorno-Karabakh Republic correspondingly.

Article 4


The Sides will in advance coordinate the level, agenda, time and venue of consultations in every single case.


The Sides will no less than once in a year convene a rotary meeting to discuss the course of realization of the present Protocol in Tiraspol and Stepanakert by turns.

Article 5


Additions and changes to the Protocol shall be introduced upon mutual consent of the Sides.

Article 6


Arrangements as to realization of the provisions of the present Protocol will be recorded by supplementary decisions agreed by the Sides.

Article 7


The present Protocol enters into force on the day of its signing. The present Protocol remains in effect during 5 years and is automatically extended for a period of five years, unless one of the Sides declares denunciation via a written notification of the other Side 6 months before its expiration.


Executed on July 4, 2001, in Stepanakert in two copies, each in Russian and Armenian, both having equal force.
