Kishinev hosted a meeting between political representatives of Pridnestrovie and Moldova with the participation of expert (working) groups on the development of transport and road facilities and on economy

On the meeting the parties agreed on the text of the Framework Mechanism of cooperation between insurance entities of the Republic of Moldova and Pridnestrovie on contracts of compulsory civil liability insurance of owners of motor, but the parties failed to agree on the date of entry into force of the agreed mechanism.

Today the Kishinev OSCE office hosted a meeting between political representatives of Pridnestrovie and Moldova Nina Shtanski and Victor Osipov with the participation of expert (working) groups on the development of transport and road facilities and on economy.

During the meeting, the parties managed to finalize the Framework Mechanism of cooperation between insurance entities of the Republic of Moldova and Pridnestrovie on contracts of compulsory civil liability insurance of owners of motor.

 “We have signed a special protocol statement, where agreed on the text of the framework document. Pridnestrovian side has taken all necessary actions to fulfill all its obligations under the Protocol decision signed by our leaders. We have provided work within the negotiations, jointly with the Moldovan side we have developed and agreed on the text of the document. Moreover, the Pridnestrovian side had signed the document”- said Nina Shtanski during the media briefing after the meeting.

At the same time the diplomat stressed that the parties failed to agree on the date of entry into force of the agreed mechanism

We remind that according to the Protocol Decision “On the mechanism of cooperation of insurance entities of the Republic of Moldova and Pridnestrovie under the civil liability insurance contracts”  signed during the meeting of the President of Pridnestrovie Yevgeny Shevchuk and Prime Minister of Moldova Kiril Gaburich held in Tiraspol on April 10, 2015, by May 10, 2015 the Framework Mechanism must be developed, agreed and approved at the level of expert (working) group with the involvement of insurance entities and signed by the latter.

 “The Moldovan side has faced difficulties in the implementation of item 4 of the Protocol decision which prescribes the signing of the Framework Mechanism by insurance entities. Unfortunately, none of them has signed the document. We expect that the Moldovan side will conduct additional work, the mechanism will be signed by insurance companies of the Republic of Moldova, and then we can say when this mechanism will enter into force and how effective it will work” - she stated.

Given that the document is not signed by the Moldovan side, the issue of extending the current moratorium on the compulsory purchase of Pridnestrovian insurance certificates by car owners of Moldova is up for discussion with the leadership of Pridnestrovie.
