Acting Foreign Minister of the PMR V. Ignatiev meets with State Secretary - Deputy Foreign Minister of the RF Grigory Karasin

Head of the Foreign Ministry of the Pridnestrovian Moldavian Republic V. Ignatiev held a meeting with State Secretary - Deputy Minister of Foreign Affairs of the Russian Federation G. Karasin in the framework of his working visit to the Russian Federation on April 12, 2016. The meeting was also attended by Ambassador-at-Large of the Russian Foreign Ministry Sergey Gubarev and Deputy Director of the Second Department of the CIS of the Russian Foreign Ministry Vitaly Tryapitsyn.

The meeting discussed the regional situation developing around Pridnestrovie and the situation in the republic itself. The main attention was paid to the analysis of the current state of the negotiation process and the prospects of further development of the dialogue in the 5+2 international format, and also taking into account the results of the visit by mediators and observers to Kishinev and Tiraspol on 5-6 April this year.

In this context, the sides positively assessed the Russian side’s practical proposals, circulated on March 16, 2016 by the OSCE Mission to Moldova in the form of “non paper” and aimed at the normalization of dialogue between the parties and the creation of conditions for productive 5+2 work.

During the meeting, Vitaly Ignatiev said that on the table there is a package of detailed draft arrangements proposed by the Pridnestrovian side. In particular, the proposals on road transport, railway communications, regulatory and documentation support of citizens, education, humanitarian assistance and ecology have a serious viable potential.

Deputy Foreign Minister of the Russian Federation G. Karasin emphasized that any unilateral actions limiting the possibilities and putting pressure on the participants of the negotiation process are counterproductive. In this regard, it was noted that Moldova and Ukraine’s intention to establish joint control at the border with Pridnestrovie is not conducive to the normalization of relations between the parties and creates obvious difficulties for the negotiation process.

Special attention was paid to the issues of bilateral Russian-Pridnestrovian agenda, including the implementation of social and humanitarian projects in Pridnestrovie.

In the context of implementation of the Protocol signed on the results of the working meeting of Deputy Prime Minister, Special Representative of the Russian Federation for Pridnestrovie D. Rogozin and President of Pridnestrovie Y. Shevchuk held on 25 October 2013, the sides discussed prospects for the practical development of existing agreements and conclusion of new ones through the relevant departments of the Russian Federation and Pridnestrovie.

The head of Foreign Ministry of the Pridnestrovian Moldavian Republic expressed his gratitude to the Russian side for the assistance that already became traditional in enhancing the professional capacity of the Pridnestrovian diplomacy. In particular, the group of the PMR Foreign Ministry staff is currently trained in special courses in MGIMO (University) of the Russian Foreign Ministry. Pridnestrovian diplomats are planned to do an internship in the Ministry of Foreign Affairs of the Russian Federation in the near future.

At the end of the meeting the sides noted the high dynamics of bilateral communication and agreed to continue cooperation in the traditional position of openness and mutual understanding.
