The Delegation of the Heads of Permanent Missions to the OSCE Attended Pridnestrovie

Today the delegation of the Heads of Permanent Missions to the OSCE, headed by the Chairperson of Permanent Council of the organization, Permanent representative of Lithuania to the OSCE Renatas Norkus made an official visit to Pridnestrovie. Delegation included the Ambassadors from 19 countries and international organizations, accredited by the OSCE.   
Honorable guests met with PMR's President Igor Smirnov in Official Reception House in Tiraspol. PMR's Minister of Foreign Affairs Vladimir Yastrebchak, other Cabinet Ministers and sectoral heads of Pridnestrovien expert groups participated in the meeting from the Pridnestrovien side.
The Head of Pridnestrovien state opened the meeting and elucidated the history of Moldova-Pridnestrovie conflict. Igor Smirnov pointed, that historically Pridnestrovie never was a part of independent Moldova, and drew attention to different vectors of Moldavian and Pridnestrovien development. In particular, he noted the international character of Pridnestrovien society, where all the nations coexist in harmony, as opposed to Moldova, where only one titular ethnic group is proclaimed.
In his speech PMR's President dwelled on the concrete issues of Moldova-Pridnestrovie settlement. He acknowledged the OSCE for the efforts, made by the organization in order to assist in search for the optimal variant of normalization of relations between the sides. The Head of state reminded, that in 1993 the OSCE Mission in Moscow already concluded about the impossibility of solving of the issue in the network of unitary state. Igor Smirnov told foreign guests about contemporary situation, which formed in relation between Tiraspol and Kishinev. He recalled that the responsibility for current situation lies on Moldavian leadership, who unilaterally broke off the negotiations in 2006. According to Igor Smirnov Pridnestrovie is ready for full-fledged dialoging with the Moldavian side in the case of creation of the conditions, ensuring real equality of the sides during negotiation.
The Head of state gave utterance to the number of basic principles, which the Pridnestrovien side intends to make the foundation of the dialogue. The equality of the sides of the conflict, negotiation with the use of peaceful political means, legal execution of the achieved agreements, their rigorous and unconditional implementation, are among them. Igor Smirnov marked the elaboration and approval of complex guarantee system, which is to exclude any possibility of pressure of one side on another, among the foreground tasks of the dialogue.
During the meeting PMR's President answered to the number of questions of the Heads of Permanent Missions to the OSCE.
The Head of delegation, Permanent representative of Lithuania to the OSCE Renatas Norkus acknowledged the Head of Pridnestrovien state for thorough and sincere explanation of the position of Tiraspol. According to him, the Organization for Security and Cooperation in Europe “makes considerable efforts for the advancement of Pridnestrovien settlement” and is ready to assist the sides in search for compromise decisions in future.  As particularly pointed by Renatas Norkus, Lithuanian OSCE Chairmanship is intended to promote the realization of confidence-building measures on the Dniester more actively. In this context the Head of delegation marked the progress, achieved in the questions of resumption of rail service through Pridnestrovie, and expressed his hope for final solving of this problem in nearest future. Next year the OSCE Chairmanship will be passed to Ireland. Eoin O'Leary, the Ambassador of this country, who was present at the meeting, pointed that his state had to face the problem of prolonged conflict. According to diplomat, Ireland learned three key lessons from this situation: not a single conflict is settled easily, every conflict situation is unique, even the smallest progress in its settlement justifies all the efforts. Eoin O'Leary announced that in the period of its OSCE Chairmanship Ireland is intended to promote the process of settlement on the Dniester actively.
Summarizing the meeting, during the interview, PMR's President Igor Smirnov marked the desire of the OSCE to activate dialoging between the sides. In his turn, the Head of delegation Renatas Norkus welcomed the constructive position of Tiraspol and expressed his opinion on the necessity of the resumption of official negotiation in 5+2 format.
In the opinion of PMR's Minister of Foreign Affairs Vladimir Yastrebchak, who commented on the outcomes of the meeting to the representatives of media, the information uttered there, will be useful in continuation of Moscow round of unofficial consultations in 5+2 format in September. Talking about the oficialization of the negotiation in this format, the Head of Pridnestrovien diplomacy pointed, that question lies in the degree of the participants' responsibility for creation of necessary conditions for equal dialogue. “Everything will depend on the extent of the coordination and harmonization of our work during remaining time and on the extent of our preparation for the Moscow meeting,” Vladimir Yastrebchak said.
