Nina Shtanski: “Any actions aimed at undermining the effective peacekeeping format are unacceptable”

As previously reported by Novosti Pridnestrovya News Agency, Ukrainian deputies submitted ​​to the Verkhovna Rada a bill providing for the denounciation of the agreement with Russia on transit of the Russian troops through Ukrainian territory in Pridnestrovie.

According to Deputy Chairperson of the Government of the PMR for International Cooperation, Foreign Ministry Nina Shtanski, such actions on the part of Ukraine can place bolder question mark over the role of the country in the settlement of Moldova-Pridnestrovie conflict.  

“We believe that when it comes to the refusal to execute the previous international obligations, including by way of official denounciation of international treaties, the authors of such initiatives are aware of the fact that the extent of their responsibility for the consequences of such decisions can seriously increase. Especially when it comes to guarantee mechanisms for the settlement of the conflict, in which Ukraine acts as a guarantor country and mediator, as well as the peacekeeping operation participant represented by military observers. In this context, it is important to understand that the peacekeeping operation carried out on the banks of the Dniester is probably the only effective guarantee of peace and stability in the conflict region”.

Any actions aimed at undermining the effective peacekeeping format are unacceptable. And, besides, they can place bolder question mark over the role of the country in the settlement, the question arises who will benefit and what in the case of a possible increase in tensions on the borders with Ukraine, which is obviously suppressed today by multilateral efforts of peacekeepers and diplomats,” - stressed foreign minister of Pridnestrovie Nina Shtanski in the interview to Novosti Pridnestrovya.

We remind that the Agreement was signed by the Russian and Ukrainian parties on the 25th of November in 1995 in Sochi. The adoption by the Verkhovna Rada of Ukraine of the above draft law will constitute Ukraine’s cancellation of the international agreement signed with the Russian Federation on transit through Ukrainian territory of military units of the Russian Federation, which for nearly 23 years are engaged in the peacekeeping operation on the banks of the Dniester and provide activities of the Operational Group of Russian Troops in Pridnestrovie including for the protection of ammunition depots in the village Kolbasna.

In fact, the Agreement has not functioned since March 2014 when Ukraine imposed restrictions on transit of goods moving through the Pridnestrovian-Ukrainian border, including clothing allowance intended for the Russian peacekeepers. Since that time Ukraine started to hinder the freedom of movement of Russian servicemen in Pridnestrovie, as well as citizens with Russian passports.

In fact, the draft law submitted by deputies of the Verkhovna Rada “On denounciation of the Agreement between the Government of Ukraine and the Government of the Russian Federation on transit through Ukrainian territory of military units of the Russian Federation, temporarily located on the territory of the Republic of Moldova” is an attempt of legal registration of the earlier decision.
