On International Recognition of the Pridnestrovien Moldavian Republic and Problems of Moldova-Pridnestrovie Settlement Roundtable Meeting

Today a roundtable meeting on International Recognition of the Pridnestrovien Moldavian Republic and problems of Moldova-Pridnestrovie Settlement was held in Russian Centre of Russian World Foundation of the T.G. Shevtchenko Pridnestrovien State University. Holding of the meeting was timed to 10th Anniversary of Social and Political Research Centre “Perspektiva”.

The meeting was opened by Pridnestrovien State University Rector Stepan Iordanovich Beril. He noted that deep systemic analysis of processes, which happen in Pridnestrovie and providing people and international partners with impartial information, are extremely important and  topical directions of joint activity of bodies of state power and scientific and expert community of the Republic. In connection with this, S.I. Beril gave positive evaluation of activity of staff of Social and Political Research Centre “Perspektiva”, which is held with high extent of constructibility, which afford to withstand the attempts of different forces to misrepresent the information about Pridnestrovie and, eo ipso, to “exclude people of the Republic from the possibility of definition of their own future”. According to Rector, Social and Political Research Centre “Perspectiva” established oneself as “full fledged scientific centre, which staff works as experts and analytics in the most authoritative international organizations”.

Director of Institute of History, State and Law Iliya Galinskiy, concretized the words of PSU Rector. He reported that during 10 years from the moment of its formation, Social and Political Research Centre “Perpektiva” has organized 37 scientific conferences, seminars, symposiums, has held 24 large-scale sociological researches, has published 21 scientific editions, including those in English language, has participated in activity of numerous international forums and projects. According to Professor I.N. Galinskiy, “substantiation of the right of the Pridnestrovien Moldavian Republic on creation of state, of the necessity of equality of the sides in the process of negotiation and international recognition of Pridnestrovien statehood is the quintessence of the activity of the Centre”.

Basic attention during the discussion was devoted to current situation and the prospects of the process of normalization of relations between the Pridnestrovien Moldavian Republic and the Republic of Moldova. Minister of Foreign Affairs Vladimir Yastrebchak noted the important role of expert community in the realization of national interests and human rights in Pridnestrovie, since “efficient realization of strategic foreign-policy tasks is possible only on the basis of wide public consensus”. In connection with this Minister urged to “consolidation of efforts of bodies of state power and expert community in achievement of goals of the development of Pridnestrovien statehood”. V.V. Yastrebchak also informed the participants of roundtable meeting on topical tendencies in negotiation process between the Pridnestrovien Moldavian Republic and the Republic of Moldova.  He noted, that the decision on resumption of the official negotiation in 5+2 format, made in Moscow on September 22, 2011, became an outcome of long-term preparation and efforts of the guarantors of Moldova-Pridnestrovie settlement, pointing, that Permanent Consultations on Political Issues in the Framework of the Pridnestrovien Settlement Negotiation Process is only one of negotiation mechanisms, which aim at elaboration of decisions, but not at their making. Political decisions are made by the leadership of the sides. Minister in whole highly appreciated the outcomes of the official meeting of PMR's Head of the Cabinet Igor Smirnov and Prime-minister of the RM Vladimir Filat in Bad-Reichenhall, Germany, expressed hope that present dialogue would become “a step forward in construction of pragmatic relations of executive bodies of the sides”.

Vladimir Yastrebchak also reported on the intention of Ministry of Foreign Affairs of the PMR to organize public hearings in order to clarify the necessity of adoption by the Supreme Soviet of the draft law On Objectives and Principles of Negotiation Process with the Republic of Moldova.


The information that present law is topical for Pridnestrovien negotiators was reported to international partners, including Patricia Flor, Special Envoy of Federal Ministry of Foreign Affairs of Germany, who made a visit to Tiraspol.

PMR's Deputy Minister of Foreign Affairs Vitaliy Ignatiev reported on expert activity of PMR's MFA, putting an emphasis on active interaction of Ministry with CIS Countries Institute, Sergey Kurginyan's Experimental Creative Centre and Diplomatic Academy of Ministry of Foreign Affairs of the Russian Federation. According to Deputy Minister, active use of possibilities of “public diplomacy allows to interact with foreign partners efficiently, dynamically and in a quality manner.”

 The influence of “Romanian factor” on negotiation process between the PMR and the RM became one more topic for discussion. Foreign Minister Vladimir Yastrebchak, Pro-rector of PSU on International Relations Mihail Kushakov and independent political expert Andrey Safonov paid special attention to given issue.

 Svetlana Osipova, the academic of Institute of History, State and Law, who presented political and legal analysis of contemporary tendencies of the development of the institute of recognition, substantiality of the state, made her report during the roundtable meeting. She noticed certain conservatism of expert society and presence of various “international legal clichés”. The participants of the meeting supported Svetlana Osipova and concurred on the opinion, that right of nation to self-determine must pay the key role in issues of international recognition of the states. Rector of PSU S.I. Beril pointed, that creation of the Pridnestrovien Moldavian Republic is in “riverbed of global tendency of increasing of number of states”, it reflects concept of “stability through diversity”. In connection with this the participants of round-table meeting expressed their opinion, that Pridnestrovie has all the necessary international and legal bases for acquisition of international recognition.
