Full-scale freight railroad communication through Pridnestrovie was resumed today

On April 26, 2012 on Rybnitsa station the official opening of full-scale freight railroad communication through Pridnestrovie was held. The present event took place within the framework of implementation of Protocol Decision “On the Principles of Resumption of Full-scale Freight Railroad Communication through the Territory of Pridnestrovie” signed by the President of the PMR Yevgeny Shevchuk and Prime-minister of Moldova Vladimir Filat on March 30, 2012 during bilateral meeting in Tiraspol.

Transport issue remains one of the most complicated problems of Moldova-Pridnestrovie relations. Economical welfare of the two countries and the success of activity of many economical agents depend from its' decision. That is the reason that Tiraspol attaches great importance to the fastest settlement of problems in this sphere.

The meeting of the President of the PMR Yevgeny Shevchuk and Prime-minister of Moldova Vladimir Filat held on January 27 in Odessa served as the basis for development of the dialogue on the given issue. The arrangements reached during the present meeting were developed by the activization of work of experts from Pridnestrovie and Moldova specializing in customs procedures. They discussed issues connected with the resumption of full-scale freight railroad communication through Pridnestrovie within the context of possibility of correction of the existing procedures of customs registration of cargoes.

Alongside with expert activity, corresponding consultations on the line of political representatives of the sides were held. During given consultations Pridnestrovian and Moldavian sides exchanged the projects of proposals in order to find compromise variants of cooperation between the sides in given sphere. Besides, the number of fundamental principles and provisions which were fixed in Protocol Decision “On the Principles of Resumption of Full-scale Freight Railroad Communication through the Territory of Pridnestrovie” was coordinated. However document took final shape in the course of the meeting on the meeting on high level on March 30, 2012.

In order to execute the provision of Protocol decision the consultations within the framework of activity of expert (working) groups of Pridnestrovie and Moldova on customs and railroad issues were held. This work resulted in signing of technical documents which contain practical mechanisms regulating relations between competent bodies of Pridnestrovie and Moldova in relation to execution of freight railroad communication through the territory of the PMR.

Ministry of Foreign Affairs of the PMR supposes, that the resumption of full-scale freight railroad communication through the territory of Pridnestrovie on the basis of the above mentioned Protocol decision and accompanying technical documents will have significant positive impact on socio-economic development of Pridnestrovie and will make valuable contribution to the formation of the atmosphere of confidence and constructive cooperation within the context of normalization of Pridnestrovie-Moldova relations. The present step will allow to unblock the export problem for Pridnestrovian economical agents. This will entail considerable activization of their activity, growth of production and improving of living standards of the people working at these enterprises.

Besides, the implementation of Protocol Decision will allow to fulfill full-scale transit of goods through the territory of Pridnestrovie to the third countries; financial costs of regional railroad transportations will be considerably lowered by means of optimization of routes of goods transportation. The present measures will become basis for activization of multilateral economical interaction in the region; this will have a positive impact on the welfare of the people, because the whole complex of cumulative problems still exists in the relations between Pridnestrovie and Moldova. All the agreements on the issues of railroad communication will be worked on in the process of their implementation; but today's launching of railroad movement may become a token decision opening the perspectives of solving of other issues under support of Russia and Ukraine.
