Statement by Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic in Connection with International Recognition of Independence of the Republic of Southern Sudan

Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic welcomes the recognition by international community of a new state – the Republic of Southern Sudan. PMR's MFA is pleased to note, that the results of direct expression of popular will, held in this country at the beginning of 2011, became legal base for the recognition of independence of Southern Sudan. About 99% of the electorate, participated in voting, declared for independence. Referendum principle confidently becomes basic in international practice of the recognition of new states.
The understanding of the fact, that one can not unite the territories, different in ethnic, cultural and civilizational respect, is growing in the world. From the moment of state formation Sudan was shaken by civil wars between the Arab-Muslim North and mostly Christian population of the South. It took 50 years for international community to understand that the existence of the United Sudan caused lasting instability, mass violations of human rights, and terror regime on vast and populous territory. Chosen method of settlement of chronic regional conflict – the referendum, was natural and most organic mode of settlement, which guarantees the provision of real security and creates a base for further democratic development of a new state.
It is important, that former “mother country” was one of the first to recognize the independence of the Republic of Southern Sudan. The Head of Northern Sudan Omar Hassan al-Bashir participated as guest of honor in festivities, commemorating the proclamation of independence of Southern Sudan. 
The form of recognition of this new state and actual prerequisites for its' emergence arise as an essential aspect for Pridnestrovie. As it is supposed in Tiraspol, given factors are summand elements of transformation and the development of international law in elaboration and implementation of integrated principles of settlement of the conflicts in different parts of the world. 
It can not be so, that one region of Europe or of the world is guided by the rules of one kind and the other region uses rules of another kind only on the ground of interests of one country or group of countries. Geographical position of the county or presence of natural resources also can not be the priority for recognition.
  The Pridnestrovien Moldavian Republic was created by means of referendum in full accordance with the Soviet legislation, effective in our region of Europe at that time. Creation of new republic was the only legal method to protect human rights, civil and national dignity of Pridnestrovien people. Both in 1991 and 2006 Pridnestrovien nation declared for the independence of its' state on nationwide referendums. In 1992 Pridnestrovien people repelled aggression from the side of Moldova, protecting democratic achievements.
Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic is sure, that human rights, people's will and principles of provision of stability and security, but not political interests of the third parties or particular countries, should be the priority for solving of the conflicts both in European continent and in Africa.
In Pridnestrovie people are sure, that it is referendum principle of the recognition of independence of new states to be democratic, and thereby the only legitimate method of settlement of territorial as well as ethnic and confessional conflicts. Referendum is optimal indicator of people's will and real instrument of realization of their right to self-determination.
In Ministry of Foreign Affairs one is convinced, that Sudan precedent, based on rules of international law, will be grasped by the international community in future, and the referendum mechanism will remain the basis for the settlement of analogous conflicts, including Moldova-Pridnestrovie relations.
