ON THE EXPERT (WORKING) GROUP ON EDUCATION

On March 18, 2014 the OSCE Office in Kishinev hosted a meeting of expert (working) group on education. In the course of the meeting the sides continued discussions on all topical issues on education which had been raised by the representatives on political issues during the meeting held on March 13 a.c. in Tiraspol.

In particularly, the sides agreed on a schedule and a date for joint inspections of the Romanian- language schools, functioning in Pridnestrovie, as well as on members of monitoring commissions which would perform monitoring activities.

In addition, the Pridnestrovian side handed to the representatives of Kishinev statements addressed to the chief of non-government educational institution “Gymnasium in Roghi village” (Romanian language of tuition) from the parents who wished their children to enter Moldovan school in Dubossary. At the same time the Moldovan side assured Pridnestrovie that the difficulties emerged would be resolved in the near future with regard to the parents' statements.

We recall that earlier, on March 13 a.c. during the meeting between representatives on political issues from the PMR and the RM, Education Minister Svetlana Fadeeva reported on the complaints of Roghi villagers faced with difficulties when changing school for their children.

It is unfortunate that at the meetings of expert groups on education for the third time the Moldovan side can not indicate its official view of fiscal issues related to the functioning of Romanian-language schools in Pridnestrovie which results in impossibility to settle a whole set of problems, particularly, pension coverage for the employees of these schools, as well as conclusion of agreements with the PMR's utility providers.

With respect to issue of authentication (legalization) of Pridnestrovian educational certificates, experts will continue to seek mutually acceptable solutions to this issue, as well as will invite representatives on political issues from Pridnestrovie and Moldova to request international partners to make a complex expert examination of the issue including elaboration of practical recommendations for the optimal resolution with regard to existing international experience.
