On the meeting of expert (working) groups of Pridnestrovie and Moldova on crime prevention

On September 13, 2013, representatives of law-enforcement agencies of Pridnestrovie and Moldova conducted the meeting at the level of experts on crime prevention. The meeting was held after a long break which was connected with the change of management in the working group of the Moldovan side.

At the meeting experts planned to continue alignment of the basic document on interaction between law-enforcement agencies of Pridnestrovie and Moldova. Such agreement was reached during previous meeting of relevant expert (working) groups last October.  This was also voiced at the Odessa meeting of the “Permanent Conference…” on May 23-24, 2013.

In the framework of the meeting, upon instruction of political representatives of Pridnestrovie and Moldova, it was also planned to consider drafts of documents which could be put on the table of the President of Pridnestrovie Yevgeny Shevchuk and Prime-minister Yuriy Leanca during their forthcoming meeting. What is meant here is, in particular, draft of the declaration which Tiraspol proposed to be adopted by Kishinev regarding withdrawal of criminal cases against police officers of Pridnestrovie and abandonment of notification procedure Moldovan officials have to follow before arriving in Pridnestrovie.

Moreover, experts of Moldova and Pridnestrovie on normative and documentation support of the citizens should have used the platform of the above expert (working) groups of the sides for their meeting to discuss current problems faced by citizens of Pridnestrovie when entering Moldova. Both – novelties introduced by Kishinev in the sphere of migration control and administrative prosecution of citizens of Pridnestrovie having citizenship of Russia and Ukraine, and problems in obtaining a number of documents by Pridnestrovian citizens in Moldovan authorities were to discussed.

In the course of exchanging views on elaboration of a legal mechanism of interaction between law-enforcement agencies of Pridnestrovie and Moldova, the sides couldn't continue working with existing drafts of documents.  Moldovan side expressed unwillingness to consider substantially draft agreement which had been already partially agreed by that time and offered to limit the work of the meeting to confirmation of willingness of the sides to continue the dialogue.

Having discussed the draft of the declaration passed by political representatives of the parties to experts for further elaboration, the parties have stated mutual opinion that document is expedient to be limited to one principle agreement about mutual termination of criminal cases. For these purposes the experts agreed to exchange the existing lists of criminal cases initiated against public officials of Pridnestrovie and Moldova.

Extensive discussion on the issues connected with new Moldova's regulations in sphere of migration control and administrative prosecution of citizens of Pridnestrovie and on problems with issuance of letters of verification and confirmation for Pridnestrovian citizens in Moldova did not take place due to absence of specialists from Moldova's side on the meeting.
