Tiraspol Hosts International Round Table “Moldova-Pridnestrovie Settlement: Current State, Challenges and Perspectives”

Today, Pridnestrovien State University after T.G. Shevchenko hosted the International Round Table “Moldova-Pridnestrovie Settlement: Current State, Challenges and Perspectives” dedicated to the 10th Anniversary of the Permanent Conference for Political Issues in the Framework of the Moldova-Pridnestrovie Settlement Negotiation Process.

The round table was organized by the Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic, T.G. Shevchenko Pridnestrovien State University, and Advisory Council on International Affairs attached to the President of the Pridnestrovien Moldavian Republic.

The International Round Table saw participation of Minister of Foreign Affairs of the PMR Nina Shtanski, Deputy Foreign Minister of the PMR Vitaly Ignatiev, first Foreign Minister of the PMR Valery Litskai, young diplomats, lecturers and staff members of T.G. Shevchenko State University, members of the Pridnestrovien President's Advisory Council on International Affairs, as well as public figures, experts, independent journalists of Pridnestrovie and Moldova. Participating in the event were also diplomatic representatives of the Russian Federation, OSCE, Abkhazia and South Ossetia.

During the sitting of the round table reports dedicated to experience of the Permanent Conference and perspectives of the 5+2 format at current stage were presented.

A substantive and interested discussion on issues of the possible ways to promote dialogue with the Republic of Moldova took place. Involved in the discussion were leadership of the PMR's MFA, members of Advisory Council Ilya Galinsky, Valery Litskai, Andrey Safonov, Director of Bureau “Mediator” Sergey Shirokov, scientists and experts.

Summing up, the participants of the round table agreed to create a new form of closer and more dynamic interaction of the foreign political office of the PMR and expert community with the purpose of using existent intellectual potential as much as possible in order to realize foreign policy goals of the Pridnestrovien Moldavian Republic.

On February 24, 2012, the conference room of Pridnestrovien State T.G. Shevchenko University, hosted the International Round Table “Moldova-Pridnestrovie Settlement: Current State, Challenges and Perspectives” dedicated to the 10th Anniversary of the Permanent Conference on Political Issues in the Framework of the Moldova-Pridnestrovie Settlement Negotiation Process.

Organizers of the round table were the Ministry of Foreign Affairs of the Pridnestrovien Moldavian Republic, T.G. Shevchenko Pridnestrovien State University, and Advisory Council on International Affairs attached to the President of the Pridnestrovien Moldavian Republic.

Involved in the work of the International Round Table were representatives of the Ministry of Foreign Affairs of the PMR, lecturers and officials of PGU after T.G. Shevchenko, members of Advisory Council on International Affairs attached to the President of the PMR, as well as public figures, experts, independent journalists of Pridnestrovie and Moldova. The event was also attended by diplomatic representatives of the Russian Federation, the OSCE, Abkhazia and South Ossetia.

Multi-annual experience of Moldova-Pridnestrovie settlement indicates, that the sides need stable arena for discussion of current problematic issues of bilateral relations. During the latest decade Permanent Conference became mechanism which provides for contacts and the exchange of opinions between the participants of the settlement regardless of the domestic policy situation in Moldova and Pridnestrovie.

The participants of the round table expressed support for resumption of official activity of Permanent Conference on Political Issues in the Framework of the Moldova-Pridnestrovie settlement in 5+2 format, which first round was held in Vilnius on November 30 – December 1, 2011. 

During the sitting of the round table consolidated opinion that further activity of Permanent Conference should be based on coordinated principles and procedures of work, including the equality of the sides, mutual respect, renunciation of any forms of pressure and responsible approach to realization of mutually acceptable decisions was developed.

Social-economic problems accumulated in relations between Moldova and Pridnestrovie during the years form mostly burning issue of first-priority nature. It happens because the conditions of people's lives depend on its solving. In this connection the participants of the round table urge guarantors, intermediaries and observers to assist the sides in overcoming of existing predicaments in order to achieve practical results in this direction.

The participants of the round table consider a number of decisions of the Pridnestrovien side directed on facilitation of admission regime on Moldova-Pridnestrovie border, withdrawal of restrictive measures for Moldovan goods imported to Pridnestrovie to be significant and timely step to activization of substantial dialogue between Moldova and Pridnestrovie. Besides, the Pridnestrovien side submitted detailed and factful projects of proposals on deblocking of transport railroad and automobile connection. These actions demonstrated sincere desire of the Pridnestrovien side to create the atmosphere of confidence between the sides. The tactics of small steps and phased actions realized by Pridnestrovien leadership today is optimal way to achieve practical results in conditions of incompatibility of political positions.

In this connection development and further acceptance of mechanism of multilevel system of international guarantees of fulfillment of arrangements, developed and concluded by the sides, are in extreme demand.

The participants expressed opinion on the necessity of real response steps of the Moldovan side, promoting the formation of paradigm of constructive dialogue within the context of the activity of international format of Permanent Conference, reflecting the presence of political will and practical readiness to substantial activity.

The Pridnestrovien side expressed desire to attract scientific and expert community to the processes connected with solving of problems of achievement of just and long-term settlement of Moldova-Pridnestrovie relations by peaceful political means more actively.

The participants of the International Round Table – responsible representatives of bodies of state power of the Pridnestrovien Moldavian Republic, members of Advisory Council on International Affairs under the President of the Pridnestrovien Moldavian Republic and other interested representatives of expert community expressed readiness to continue active work, directed on formation of good-neighborly atmosphere and normalization of relations with the Republic of Moldova.
